SUBJECT: Consider Regional Monitoring and Implementation
Committee Relating to County Advisory Measure A
Discussion
Attached is a letter from County Supervisor Frank Schillo
regarding the formation of a Regional Monitoring and
Implementation Committee Relating to County Advisory
Measure A. Supervisor Schillo has requested that all
cities contribute staff support to the implementation of
this program, which was recommended by the Agricultural
Policy Working Group. Supervisor Schillo indicates that
the Board of Supervisors will discuss this issue at their
meeting of December 15, 1998.
The City /County Planning Association, which is comprised of
Planning Directors of the cities and the County, has
previously discussed some of the programs mentioned in
Supervisor Schillo's letter. It was suggested that
City /County Planning Association could serve as a group to
provide coordination and monitoring of these programs for
each of the cities. The Urban Growth Boundary Program and
countywide Sphere of Influence Study may not be necessary
at this time based upon passage of various measures
establishing urban growth boundaries for most of the cities
in the County. This may be more appropriate at a later
time.
The City Council has already expressed some concerns
regarding a Greenbelt Ordinance program and it is likely
that the City will have additional input for this program.

Establishment of an Open Space Conservation District has
also been mentioned as a possibility to provide for
dedication and management of public open space lands in the
County.
Recommendation
Direct staff as deemed appropriate.

On November 3, 1998, the County's electorate approved several land use related
initiatives including Advisory Measure A (cities and County), Measure B (County) and
Measure F (Moorpark). The initiatives will have a direct impact on future land use policies
and procedures of the County and the cities and the recommendations of the Agriculture
Policy Working Group (APWG).
Although the measures seem to provide closure on several urban growth and open space
issues, many questions remain concerning how, and where future population and
economic growth will be accommodated within the County and whether the agricultural
industry remains viable. For example, Advisory Measure A solicited the public's support
for three APWG- recommended programs:
• Urban Growth Boundary (UGB) Implementation Program
• Greenbelt Ordinance Program
• Establishing an Open Space Conservation District
(Measure A was approved by a 68% majority of the County's voters)
The UGB Program is dependent on the completion of a countywide sphere of influence
(SOI) study and implementation of the Greenbelt Program and the Open Space District
are dependent on the coordination and cooperation of the cities, the County, special
districts and State legislative leaders. As of this date, no inter jurisdictional mechanisms
have been established that will implement the components of Measure A.

In view of this, I propose establishing a Regional Monitoring and Implementation
Committee that would monitor and oversee the progress being made toward completing
the above land use and agricultural related studies and programs. These studies will also
complement the other voter - approved initiatives including Measures B and F.
A key feature of the Implementation Program is the formation of an Implementation
Steering Committee. While the composition and function of the committee need further
definition, I believe the basic mission of such a committee would be to establish proper
inter jurisdictional relationships for the conduct and implementation of the studies and to
set milestones and time frames for progress.
I envision that the committee would be in place for approximately six months and will
require staff support to conduct its work. I am requesting that all cities, including the City
of Moorpark, contribute staff support to this important program, whether it is yourself or
someone to which you wish to delegate the matter. The City's staff would join staff
contributed by other Ventura County jurisdictions in a collaborative effort to provide staff
support to the monitoring and implementaticli committee.
The monitoring and implementation issue will be discussed at the Board of Supervisors'
December 15, 1998 meeting. Please contact Melody Rafelson of my office at 373 -2564
prior to December 10, 1998 and indicate if Moorpark staff can participate in this program.
