Gilbert, Director of Public Works DATE: August 6, 1999 (Council Meeting 8- 18 -99) ' lW"'j SUBJECT: CONSIDER RESOLUTION NO. 99- RESCINDING RESOLUTION NO. 93 -989 DESIGNATING CERTAIN STREETS AS CLASS II BIKE LANES AND ADOPTING A REVISED LIST OF STREETS TO BE SO DESIGNATED nT.grTTfi .q TnN A. Traffic and Parkinct Enforcement The California Vehicle Code and the Moorpark Municipal Code contain provisions pertaining to the enforcement of traffic and parking regulations in Class II Bike lanes. In order for those provisions to be effective and to be enforced, the Class II Bike Lanes in question must be designated by a Resolution of the City Council. B. Prior Action In 1993 the City Council adopted Resolution No. 93 -989 designating all of the streets which, at that time, had Class II Bike Lanes. C. Amendment Since 1993 there have been a number of changes to the list of streets with Class II Bike Lanes. It is necessary, therefore, to rescind Resolution No. 93 -989 and adopt a new Resolution with a revised list of Class II Bike Lanes. 000436 Class 2 Bike Lanes August 6, 1999 Page 2 D. Circulation Element Most of the Class II Bike Lanes in the City are consistent with the Bikeway plan set forth in the Circulation Element of the Moorpark General Plan (see Exhibit 1). However, some of the Class II Bike Lanes are not identified on the Bikeway plan. Attached as Exhibit 2 is a diagram showing the Class II Bike Lanes which are not shown on the Bikeway Plan. It is the intent of the Planning amendment to the Bikeway Plan to show Lanes identified in Exhibit 2. It is that amendment to the Planning Commis as a part of the next General Plan Circulation Element. E. Pending Projects staff to recommend an the added Class II Bike their intent to present ion and the City Council Amendment affecting the The attached draft Resolution designates certain streets as Class II Bike Lanes where the Markings and signs have not yet been installed, or fully installed. A list of those streets segments are as follows: • Casey Road (south side only): A portion of the Bike Lane lines have been installed on the south side of the street. The remainder of the bike lane lines, stenciling and signs are scheduled to be installed before the end of September. • Poindexter Avenue: The City is about to solicit bids for the construction of street widening and a sidewalk on the north side of Poindexter Avenue east of Gabbert Road. That project will include the placement of Class II Bike Lanes. • Gabbert Road: The Poindexter Avenue Sidewalk Project will also include the placement of Class II Bike Lanes on Gabbert Road between Poindexter Avenue and Los Angeles Avenue. • Spring Road (north of Peach Hill Road: The developer of the "backbone" improvements within the Carlsberg Specific Plan has recently completed the widening of Spring Road. The City is in the process of reconstructing the Spring Road bridge. Both of these project add Class II Bike Lanes to this street segment. • High Street: See Section F below. Bike—lanes-99 000'4037 Class 2 Bike Lanes August 6, 1999 Page 3 F. High Street The attached draft Resolution also designates High Street, east of Moorpark Avenue, as a Class II Bike Lane. It is proposed that the placement of Class II Bike Lanes on this street segment be done as a part of the re- striping subsequent to the asphalt overlay scheduled to be completed this month. This proposed action is the subject of a separate report to be considered by the City Council at the August 18 meeting. In the event the City Council elects to direct staff to not install Class II Bike Lanes on High Street, it will be necessary to revise the attached draft Resolution prior to its adoption. FIGURE 3 CITY OF MOORPARK GENERAL PLAN CIRCULATION Fi,FM1 =NT BIKEWAY ELEMENT 1 I' 'rI f Circulation Element O O ° CITY OF MOORPARK }ry ° 10 RESOLUTION NO. 99 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO. 93 -989 DESIGNATING CERTAIN STREETS AS CLASS II BIKE LANES AND ADOPTING A REVISED LIST OF STREETS TO BE DESIGNATED CLASS II BIKE LANES WHEREAS, Section 21351 of the California Vehicle Code (CVC) authorizes the City to place and maintain such signs and other traffic control devices as may be deemed necessary to properly indicate and carry out the provisions of the CVC and /or local traffic regulations; and WHEREAS, Section 21207 of the CVC allows the City to establish bicycle lanes, separated from any vehicular lanes, upon any street or highway; and WHEREAS, Sections 21207.5 through 21211 of the CVC provides for the regulation of both motor vehicle traffic and bicycle traffic upon or within any Bike Lane established pursuant to CVC Section 21207;and WHEREAS, Resolution No. 93 -989 established Class II Bike Lanes upon certain designated street segments; and WHEREAS, it is necessary to amend the list of street segments set forth in Resolution 93 -989 designated as having Class II Bike Lanes. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That Resolution No. 93 -989 is hereby rescinded. SECTION 2. That certain street segments are hereby designated as existing or future Class II Bike Lanes as listed in Exhibit "A" attached hereto and made a part hereof, and as generally shown on Exhibit "B" attached hereto and made a part hereof. SECTION 3: That the City Manager is directed to place and maintain appropriate signs and markings giving notice of the establishment of Class II Bike Lanes upon the street segments identified in Exhibit "A" as having existing Class II Bike Lanes. 0004,11 Resolution No. 99- Page 2 SECTION 4. That the existing Class II Bike Lane designations listed in Exhibit "A" shall become effective upon the installation of appropriate signs and markings. SECTION 5: That the City Manager is hereby authorized to place and maintain Class II Bike Lane signs and markings upon any street designated in Exhibit "A" as a future Class II Bike Lane, when and if street width, traffic or parking conditions permit such installations. SECTION 6: That, upon the placement of Bike Lane signs or markings on any street segment designated in Exhibit "A" as a future Class II Bike Lane, said street segment shall be deemed an existing Class II Bike Lane subject to any provision of the CVC and /or Moorpark Municipal Code pertaining thereto. SECTION 7. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
