Gilbert, Director of Public Works August 6, 1999 (Council Meeting 8- 18 -99) SUBJECT: CONSIDER RESOLUTION RESCINDING RESOLUTION NOS. 85 -176 AND 93 -942 PERTAINING TO PARKING RESTRICTIONS ON CASEY ROAD AND ESTABLISHING REVISED PARKING RESTRICTIONS ON SAID STREET nTPrTTPgMM A. Existing Parking Restrictions In 1985 the City Council adopted Resolution No. 85 -176 establishing both parking restrictions and a Bus Stop on Casey Road. Later, in 1993, the City Council adopted Resolution No. 93 -942 amending Resolution 85 -176 by deleting the Bus Stop. It is recommended that both of these Resolution be rescinded as a part of the recommended action to establish revised parking restrictions for this street. B. Street Improvements The Moorpark Unified School District (MUSD) recently completed the construction of street improvements to the south side of Casey Road (at the west end) as a part of the Walnut Canyon Elementary School construction project. Secondly, the Casey Road Traffic Signal project, being managed by the City on behalf of the MUSD, has been completed less completion of minor corrections. That project also included widening and street improvements on the south side of the street just west of Walnut Canyon Road. Thirdly, the City recently completed a project to reconstruct pavement along the north side of the street which was not included in the above two MUSD funded projects. 0004 —� s Casey Road Parking Restrictions August 6, 1999 Page 2 C. Parkinq / Bike Lane The above described street improvements included the re- striping of the street to provide for a twelve feet (121) wide Parking / Bike Lane along a portion of the south side of the street, consistent with the approved design standard for Casey Road. D. Future Improvements When the property west of the current westerly terminus of Casey Road develops, street widening improvements will have to be made to the north side of Casey Road west of Walnut Canyon Road. When those improvements are constructed, a Parking / Bike Lane will be added along the north side of the street. E. Proposed Revised Parking Restrictions The above described street improvements and re- striping require that changes be made to the parking restrictions on this street. A summary of the proposed revised parking restrictions for Casey Road is as follows: • NO STOPPING ANYTIME: - South side of the street from Walnut Canyon Road westerly one hundred eighty -six feet (1861); - South side of the street from a point six hundred ten feet (6101) west of Walnut Canyon Road, westerly to the west end of Casey Road; and - North side of the street from Walnut Canyon Road westerly four hundred ninety -three feet (4931). NO PARKING 10:00 p.m. to 6:00 a.m. - South side of the street from a point one hundred eight - six feet (1861) west of Walnut Canyon Road, westerly to a point six hundred ten feet (6101) west of Walnut Canyon Road. F. Loadinq Zone The Boys and Girls Club has requested that a Loading Zone be provided near the northwest entry to their facility. The attached Resolution includes the addition of this Loading Zone. Bike Lane Under a separate report staff is recommending adoption of a Resolution amending the list of designated Class 2 Bike Lanes throughout the City in order to make that list consistent with field conditions. That proposed change will include the new additional of a Class 2 Bike Lane on the south side of Casey Road as described above. RECOMMENDATIONS Staff recommends that the City Council adopt the attached Resolution rescinding Resolution Nos. 85 -176 and 93 -942 pertaining to parking restrictions on Casey Road and establishing revised parking restrictions on said street. Casey�rk Ovv4 -s1 r7 RESOLUTION NO. 99 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NOS. 85 -176 AND 93 -942 PERTAINING TO PARKING RESTRICTIONS ON CASEY ROAD AND ESTABLISHING REVISED PARKING RESTRICTIONS ON SAID STREET WHEREAS, Resolution No. 85 -176 established certain parking restrictions on Casey Road; and WHEREAS, Resolution No. 93 -942 amended said Resolution No. 85 -176 in part; and WHEREAS, recently completed street improvements on Casey Road require that changes be made to the existing parking restrictions on Casey Road. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That Resolution Nos. 85 -176 and 93 -942 are hereby rescinded. SECTION 2. That NO STOPPING ANYTIME zones are hereby established on the north and south side of Casey Road as shown on .Exhibit "A," attached hereto and made a part hereof, and as '`generally described as follows: A. North Side: From the Beginning Curb Radius (BCR) on the north side of Casey Road just west of Walnut Canyon Road, westerly to a point approximately four hundred ninety - three feet (4931) west of said BCR; B. South Side (West End): From the Beginning Curb Radius (BCR) on the south side of Casey Road just west of Walnut Canyon Road, westerly to a point approximately one hundred eighty -six feet (1861) west of said BCR; and C. South Side (East End): From a point approximately six hundred ten feet (6101) west of the Beginning Curb Radius (BCR) on the south side of Casey Road just west of Walnut Canyon Road, westerly to the westerly terminus of the street located approximately seven hundred ninety feet (7901) west of said BCR. 0004-15 Resolution No. 99- Page 2 SECTION 3. That, except as provided for in Section 4 herein, a NO PARKING 10:00 p.m. to 6:00 a.m. zone is hereby established on the south side of Casey Road as shown on Exhibit "A" and generally described as follows: From a point approximately one hundred eighty -six feet west of the Beginning Curb Radius (BCR) on the south side of Casey Road just west of Walnut Canyon Road, westerly to a point approximately six hundred ten feet (6101) west of said BCR. SECTION 4. That a LOADING ZONE is hereby established on the south side of Casey Road as shown on Exhibit "A" and generally described as follows: From a point approximately four hundred fifteen feet (415' ) west of the Beginning Curb Radius (BCR) on the south side of Casey Road just west of Walnut Canyon Road, westerly to a point approximately four hundred fifty -five feet (4551) west of said BCR. SECTION 5. The City Manager is hereby directed to place signs and/or curb markings giving notice of these revised parking restrictions. SECTION 6. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
