SUBJECT: CONSIDER APPROVAL OF THE PLANS AND SPECIFICATIONS FOR
THE POINDEXTER AVENUE WIDENING PROJECT AND AUTHORIZATION
TO ADVERTISE FOR RECEIPT OF BIDS FOR THE SAID WORK

A. Project Scope
A general description of the scope of the project is attached
as Exhibit 1.
B. Design
The City retained M3 Civil Engineering to prepare the plans and
specifications for this project. That design has been
completed.
C. Right -of -Way
As stated in the scope of work (Exhibit 1), it was necessary to
acquire an additional ten feet of street right -of -way on the
south side of Poindexter Avenue just west of Sierra Avenue, in
order to construct the full project. That right -of -way
acquisition has been completed.
D. Environmental Clearance
The project has been found to be Categorically Exempt (see
Exhibit 2) .

E. South Side Parkway Landscaping
Parkway landscaping exists on the south side of Poindexter
Avenue to the west and the east of the area to be widened. The
parkway to the west is adjacent to, and maintained by, the Self
Storage facility. The parkway to the east (near Sierra Avenue)
is maintained by the City, with maintenance costs funded by the
AD84 -2 Citywide landscape assessment.
The six feet (6' ) high block wall to be constructed as a part
of this project in the area of the south side street widening,
causes the parkway in this area to appear more like a parkway
at the side or rear of a residential property - not like a
residential frontage. It is anticipated, therefore, that this
parkway will not be planted and maintained by the owner of the
adjacent property.
It is recommended, therefore, that the irrigation system for
the parkway at Poindexter Avenue at Sierra Avenue be extended
westerly to the west end of the south -side street widening. The
estimated cost to construct irrigation and landscaping in this
area is $1,400. If approved, these irrigation and landscape
improvements will be constructed by the City's landscape
maintenance contractor, with the cost of construction funded by
the subject project.
The estimated annual cost to maintain this added landscaping is
$600. Said costs will be funded by the Citywide landscape
assessment. In the near term, it is anticipated that assessment
revenues will cover these additional costs. In the long term,
as other areas are added (i.e. Spring Road Median), it may
become necessary to supplement landscape assessment revenues
with funds from other sources, such as the Gas Tax Fund.
F. Fiscal Impact

3. Funding Sources : The subject project is funded as follows:
• TDA, Article 3 (SB -821) [Fund 26021: The City has
received a State Bicycle / Pedestrian Facilities (SB -821)
grant in the amount of $65,000 for this project.
• Local Transportation Fund [Fund 26031: The remainder of
the project is funded by the Local Transportation Fund.
4. Budget Amendment:

1998/99 and again to FY
1999/2000.
It will
be necessary to increase the appropriation and budget

It is recommended that the Budget amendment be deferred
until the opening of bids and award of contract.
G. Schedule
The bid / award schedule for the subject project is as
follows:
• 08/23/99: advertise for bids;
• 09/28/99: open bids;
• 10/06/99: award contract
• 10/25/99: Notice to Proceed
• 02/01/00: Construction complete
H. Plans and Specifications
A copy of the plans and specs have been placed in the City
Council office for your review.
RECOMMENDATIONS
Staff recommends that the City Council take the following actions:
1. Approve the plans and specifications and authorize staff
to advertise for receipt of bids upon receipt of the
authorization to proceed from Caltrans.
2. Direct staff to make provisions for the future westerly
extension of the parkway landscaping on Poindexter Avenue
at Sierra Avenue.

A general description of the scope of work for the subject
project is as follows:
• Acquisition of additional street right -of -way on the south
side of the street just west of Sierra Avenue;
• Construction of street widening on the south side of the
street west of Sierra Avenue, to include new curb, gutter and
sidewalk;
Construction of a six feet high block wall on the south side
of the street in the area of the south side street widening;
• Construction of additional pavement width on the north side
of Poindexter Avenue from a point east of Sierra Avenue,
westerly to Gabbert Road (new curb -to -curb dimension will be
forty -four feet [44' ]) ;
• Construction of a new curb, gutter and sidewalk on the north
side of Poindexter Avenue from Sierra Avenue westerly;
Relocation of the utility poles on the north side of the
street;
• Re- construction of a portion of the existing sidewalk, curb
and gutter on the north side of the street east of Sierra
Avenue to allow sufficient pavement width to provide a new
westbound left turn lane at Sierra Avenue;
• Construction of improvements at the northeast corner of
Poindexter Avenue and Gabbert Road to include easterly
extension of the existing pipe culvert under Gabbert Road;
• The re- construction of certain driveway aprons near the
intersection of Gabbert Road and Poindexter Avenue to render
them more handicap accessible;
The re- striping of Poindexter Avenue to provide Bike Lanes in
both directions and a center painted median with left turn
lanes and /or pockets as required;
• The re- striping of Gabbert Road to provide a Bike Lane in
each direction [Note: When the project is completed, the Bike
Lanes on Tierra Rejada Road will extend all the way to
Chaparral Middle School];
The re- striping of the northbound and southbound lanes at the
intersection of Gabbert Road and Tierra Rejada Road to
accommodate the new Bike Lanes north of the intersection and
to improve the alignment of the traffic lanes;
• The installation of a "cat- track" from the north side of the
intersection to the south side of the intersection, to better
differentiate the left -turn lanes from the through lanes;
and,
• The replacement of the traffic detector loops for northbound
and southbound traffic at the Gabbert / Tierra Rejada
intersection.

Project Title: Poindexter Avenue Widening for Pedestrian and Bicycle Safety Improvements
Project Location: The proposed project will result in safety improvements along Poindexter
Avenue between Sierra Avenue and Gabbert Road. Additional pavement width will be required
on the north side of Poindexter Avenue to accommodate the proposed improvements. Adequate
right -of -way under City ownership is available to implement the project.

Description of Project: The proposed project involves the improvement of the Poindexter
Avenue corridor to provide enhanced safety for pedestrians and bicyclists. The improvements
will involve minor widening, restriping, installation of sidewalks and the provision of bicycle lanes.
Limited and minor regrading will occur to improve drainage in certain portions of the project
boundary along Poindexter Avenue.

Reasons why project is exempt: This project involves only minor improvements within existing
street right -of -way. The undertaking is designed to enhance street and intersection safety and
operations. The entire area where the construction is planned has previously been disturbed as
a result of street construction and other development. No cultural, biological or natural resources
are present within the construction boundary.
