SUBJECT: Consider Budget Amendment for Campus Canyon Park
BACKGROUND
Construction of Campus Canyon Park was completed in mid 1990.
The Park was built by Griffin Homes as a condition of its
development approval for Tract Map No. 3963. The northwest and
southeast parameters of the park are bordered by a black wrought
iron fence. The entire portion of the fence along the northwest
parameter of the park has deteriorated and needs to be replaced.
The City Council is being asked to adopt Resolution No. 99- ,
amending the FY 1999/00 Budget by appropriating funds from the
Park Improvement Fund Balance to carry out this project.
DISCUSSION
As wrought iron fences on various City properties age, staff
repaints them to prevent rust and deterioration and replaces
individual pickets and rails and /or entire sections when
necessary. The wrought iron fence at Campus Canyon Park is
approximately nine years old. The entire section of the fence
along the northwest parameter of the Park has deteriorated
beyond staff's ability to sufficiently repair it, and it now
needs to be replaced.
Staff solicited cost proposals from five fence contractors and
received responses from only two. The results are as follows:

Carter Fence Company $41,430.00
The low bidder is Pederson Fence Company. Pederson presented an
option to upgrade the fence specification by replacing the
existing 1 inch top and bottom fence rails with 1 =i� inch rails,
and in place of the 5/e inch pickets, using 3N inch pickets.
Staff is recommending that the City proceed with this project
using upgraded fence specifications. Additionally, the
Department will also need to replace some of the bricks and
mortar on the slump wall on which the wrought iron fence is
mounted. The total project is estimated to cost $20,000.
For a project of this nature, the Park Improvement Fund is an
appropriate funding source. The current Park Improvement fund
balance for Zone 3 (Campus Zone) is approximately $262,000, of
which $88,000 is an outstanding loan due from the Community Park
Zone. This leaves approximately $174,000 in available cash
assets. The approved FY 1999/00 budget includes expenditures in
the amount of $74,000 from the Park Improvement Fund for Zone 3
(playground and bench replacement). When the proposed projects
in Zone 3 are completed, the estimated fund balance will be
$100,000. Therefore, there are sufficient funds in Zone 3 to
perform the proposed fence replacement project.
The Parks and Recreation Commission considered this item at its
July 19 meeting and took action to support staff's
recommendation on a 4 to 1 vote. The commissioner who opposed
the motion requested consideration of a block wall in place of
the wrought iron fence.
Recommendation
Staff and the Parks and Recreation Commission recommended that
the City Council:
1. Approve the replacement of the wrought iron fence
using the upgraded specifications;
2. Adopt Resolution No. 99- amending the FY 1999/00
Budget by appropriating $20,000 from the Park
Improvement Fund Balance for Zone 3 (2103); and

3. Authorize the City Manager to sign an agreement with
Pederson Fence Company to perform the work.

RESOLUTION NO. 99-
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING THE FY
1999/00 BUDGET FOR EXPENDITURES RELATED TO
IMPROVEMENTS AT CAMPUS CANYON PARK BY
APPROPRIATING $20,000.00 FROM THE PARK
IMPROVEMENT FUND RESERVES (2103), ZONE 3.
WHEREAS, on June 23, 1999, the City Council adopted the FY
1999/00 Budget; and
WHEREAS, on August 18, 1999, staff presented the Council
with a report which requests the appropriation of $20,000.00
from the Park Improvement Fund Reserve (2103), Zone 3, for fence
improvements at Campus Canyon Park; and
WHEREAS, Exhibit "A" hereof describes said budget amendment
and its resultant impacts to the budget line items.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment to allocate $20,000.00 from
the Park Improvement Fund Zone 3, and appropriate the same for
fence improvements, as more particularly described in Exhibit
"A" attached hereto is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of
the resolution and shall cause a certified resolution to be
filed in the book of original Resolutions.
