Lindley, Director of Community Services ,i , August 12, 1999 (CC Meeting of August 18, 1999) SUBJECT: Consider Budget Amendment for Villa Campesina Park BACKGROUND Initially, maintenance activities at Villa Campesina Park were funded through an annual assessment, levied on Villa Campesina homeowners, and established as a Zone of Benefit (AD 84 -2, Zone 12). With the establishment of the newly formed park maintenance assessment district in June 1999, which included Villa Campesina Park, the City Council took action to discontinue the assessment for Zone 12. Currently, Zone 12 has a fund balance of approximately $5,000 and the Council is being asked to consider the purchase of two picnic tables to be funded from this source. DISCUSSION At the time Villa Campesina Park was constructed, the City was facing a short -fall in funds available to maintain its parks. Proposition 218 had just been approved by California voters, and the City was aware that its former park maintenance district would shortly be discontinued. As a result, the homeowners in Villa Campesina approved the establishment of a Zone of Benefit (AD 84 -2) set up to collect revenue to fund the Park's maintenance. The initial assessment levied was $60.00 annually. At the time the Zone of Benefit was established, the City Council stated that if a new park assessment district was later formed, it would include Villa Campesina Park in the district and the Zone of Benefit would be discontinued. When the Park was constructed, the developer did not have sufficient funds to purchase the type of park amenities which are typically included in the City's neighborhood park. Additionally, two concrete pads were constructed on which picnic tables would be mounted in the future. With the passage of the newly established Parks and Recreation Maintenance and Improvement District, the City Council discontinued the assessment levied on the Villa Campesina homeowners. There is approximately $5,000 remaining in the Zone 12 fund balance, which can only be spent on Villa Campesina Park. Once the Zone 12 fund balance is completely depleted, the account for Zone 12 will be closed. To enhance the Park and provide convenient picnic facilities, staff and the Parks and Recreation Commission proposed the purchase of two picnic tables using funds from the Zone 12 fund balance, at a cost not to exceed $2,000. This would leave a fund balance of approximately $3,000. The proposed tables would be concrete and similar in type to those installed in other City parks. The remaining fund balance will be transferred to the new Park Maintenance Assessment District, to consolidate accounts. Combined with future park development fees, the balance will be applied towards funding future improvements for Villa Campesina Park. RECOMMENDATION Staff and the Parks and Recreation Commission recommend that the City Council approve the purchase of two concrete picnic tables for Villa Campesina Park, and adopt Resolution No. 99- which amends the FY 1999/00 Budget by appropriating $2,000 from Assessment District 84 -2 (Zone 12). Villa Campesina Park Page 3 RESOLUTION NO. 99- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 1999/00 BUDGET BY TRANSFERRING $2,000.00 FROM ASSESSMENT DISTRICT 84 -2, ZONE OF BENEFIT 12,(2312)TO THE PARK MAINTENANCE BUDGET (2400) AND APPROPRIATING SAID AMOUNT FOR THE PURCHASE OF PICNIC TABLES FOR VILLA CAMPESINA PARK. WHEREAS, on June 23, 1999, the City Council adopted the FY 1999/00 Budget; and WHEREAS, on August 18, 1999, staff presented the Council with a report which requests the transfer of $2,000 Assessment District 84 -2, Zone of Benefit 12 (2312), to the Park Maintenance Budget (2400) and the appropriation of said amount for the purchase and installation of benches at Villa Campesina Park; and WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impacts to the budget line items. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES RESOLVE AS FOLLOWS: SECTION 1. A budget amendment to allocate $2,000.00 for the f Benefit 12, and appropriate the same for purchase of as more particularly described in Exhibit "A" attached is hereby approved.
