Nowak, Assistant City Manager 19 November 1999 (Council Meeting of 12- 01 -99) SUBJECT: Consider Lease Agreement Extension with Ventura County Waterworks District No. 1 for Vector Control Site. BACKGROUND: On July 1, 1998 the City of Moorpark assumed vector control services within the City from the Moorpark Mosquito Abatement District (MMAD). The lease for property at 7150 Walnut Canyon Road was extended to the City for a one year period. The County has presented a new rental fee for the property beginning January 1, 2000 with an open - ended lease. DISCUSSION: On July 1, 1998 the City of Moorpark assumed vector control services from the MMAD. At that time the 5,330 square feet of property owned by Ventura County Waterworks District No. 1 used for the vector control offices was leased for $90.00 per month, a rate which had been in effect for a number of years. In July 1998 the lease was extended for a one year period to provide the City and County an opportunity to discuss a lease extension. In July 1999 the City paid the County 6 months rent at the $90 rate. The District is requesting that the lease agreement be amended to provide for either a rent of $265.00 per month beginning January 1, 2000, increasing by ten percent (10 %) on July 1, 2000 and each year thereafter during the term of the lease, which expires on June 30, 2004; or an initial 00033; Vector Control Lease Extension Meeting of 01 December 1999 Page 02 lease of $320.00 per month and increasing by five per cent (5 %) per year. Staff believes the initial rate of $265.00 per month is a reasonable rental fee of $0.05 per square foot of land initially and $0.08 per square foot in five years. Sufficient funds have been included in the FY 99/00 budget to cover the six month increase. The proposed Lease Extension is attached. STAFF RECOMMENDATION: It is recommended that the City Council approve the Lease Extension with the Ventura County Waterworks District No. 1 with an initial monthly lease amount of $265.00, and authorize the City Manager to execute the agreement. Attached: Lease Extension 00+033`1' LEASE EXTENSION (VCWWD #1, Equipment Yard) THIS LEASE EXTENSION is made and entered into by and between: VENTURA COUNTY WATERWORKS DISTRICT NO. 1 herein called "Lessor", and CITY OF MOORPARK herein called "City ". WHEREAS, Lessor and City entered into that certain Lease Amendment executed by City on July 1, 1998, the term of which Lease expired on December 31, 1998, and WHEREAS, it is mutually desired and agreed to extend the Lease for a further period of time. NOW, THEREFORE, it is agreed to by and between the parties hereto as follows: TERM. That the term of the herein referenced Lease is extended for four and one -half (4.5) years. The extended term shall commence on January 1, 2000, and terminate on June 30, 2004. RENT. Rent shall be $265.00 per month, payable in advance of each and every calendar month. The rent shall increase by 10% on July 1, 2000 and on the first day of July of each year thereafter during the term of this lease or any holdover period.
