Traffenstedt, City Clerk '_ DATE: November 23, 1999 (CC Meeting of 12/1/99) SUBJECT: Consider Resolution No. 99- Establishing a Revised Classification Plan and Job Descriptions for Non - Competitive and Competitive Service Employees and Rescinding Resolution No. 99 -1650, and Consider Resolution No. 99- Amending the Salary Plan for Competitive Service, Non - Competitive Service, and Hourly Employees and Rescinding Resolution No. 99 -1664 BACKGROUND At the City Council's meeting on November 3, 1999, the Council directed staff to bring back resolutions revising the City's Classification Plan to create Secretary I and Secretary II classifications and adding the Secretary I and Secretary II positions to the City's Salary Plan. DISCUSSION Staff identified in the report for the November 3 meeting that revisions to the functions and qualifications for the various clerical job classifications may need to be made to create a logical progression of qualification requirements. After further review of all of the clerical job classifications, only the Clerk Typist and Secretary classifications are proposed to be revised, as shown in Attachment 1 to this report. Only those job descriptions that are proposed to be revised at this time are included in Attachment 1 (and revisions are shown with legislative format). The final resolution will include the entire Classification Plan, including all job descriptions for Non - Competitive and Competitive Service Employees. 00® SGT Honorable City Council November 23, 1999 Page 2 Attachment 2 is a proposed draft resolution that would amend the Salary Plan to establish the competitive service position salary range for Secretary I at Range 29 and change the Secretary position title to Secretary II. STAFF RECOMMENDATION 1. Adopt Resolution No. 99- establishing a Revised Classification Plan and Job Descriptions for Non - Competitive and Competitive Service Employees and Rescinding Resolution No. 99 -1650 (the final resolution will include the entire Classification Plan); and 2. Adopt Resolution No. 99- amending the Salary Plan for Competitive Service, Non - Competitive Service and Hourly Employees and rescinding Resolution No. 99 -1664. Attachments: 1. Draft Resolution amending Salary Plan 00036:1 RESOLUTION NO. 99- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING A REVISED CLASSIFICATION PLAN AND JOB DESCRIPTIONS FOR NON- COMPETITIVE AND COMPETITIVE SERVICE EMPLOYEES AND RESCINDING RESOLUTION NO. 99 -1650 WHEREAS, the City Council adopted Resolution No. 99 -1650 establishing a revised classification plan and job descriptions for Non - Competitive and Competitive Service employees; and WHEREAS, the Council has determined that revisions to the classification plan are appropriate to create Secretary I and Secretary II job descriptions and revise the Clerk Typist job description. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. All job descriptions attached as Exhibit A to this resolution are hereby adopted as the City's Classification Plan for all included employees in both the Non - Competitive and Competitive Service. SECTION 2. The City Manager shall have the authority to make temporary additions or deletions to the Classification Plan in the interest of efficient and effective administration of the Plan. Such alterations shall not become an approved part of the Plan until adoption by City Council resolution. SECTION 3. Resolution No. 99 -1650 is hereby rescinded. SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original Resolutions. PASSED AND ADOPTED this day of 1999. Specifications are not intended to reflect all duties performed within the job. DEFINITION To perform a wide variety of responsible, clerical duties in support of department and division staff; to participate in office support functions; to operate a switchboard and direct calls to appropriate staff; and to provide customer service to the public regarding City policies, procedures and programs. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from assigned supervisor. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS -- Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Perform clerical duties in support of assigned division staff; recommend improvements in work flow, procedures and use of equipment and forms. 2. DEFINITION To perform a wide variety of responsible secretarial duties in support of division staff; to participate in office support functions in support of a di enL - department's goals and objectives; to operate a switchboard and direct calls to appropriate staff; and to provide customer service to the public regarding City policies, procedures and programs. DISTINGUISHING CHARACTERISTICS Secretary I - This class is distinguished from the Secretary II by the performance of the more routine tasks and duties assigned to positions within the series. Secretary II - Employees within this class are distinguished from the Secretary I by the performance of the full -range of duties as assigned. Employees at this level typically have more specialized secretarial training and require less instruction or assistance as new or unusual situations arise. The corresponding salaries for the ranges established in Section 1 are attached hereto and incorporated herein as "Bi- Weekly Salary" Table. SECTION 3. The Salary Plan is based on ranges of two and one - half percent (2.5 %) and step increases of two and one -half percent (2.5 %) structure with nine (9) steps. The salary is based on a bi- weekly (80 hours) rate. The annual rate is calculated by multiplying the bi- weekly rate by twenty -six (26) pay periods. The Resolution No. 99- Page 3 monthly rate is calculated by dividing the annual rate by twelve (12) months. The hourly rate is calculated by dividing the bi- weekly rate by eighty (80) hours. SECTION 4. Effective with the payroll period beginning July 3, 1999, City shall pay a deferred compensation contribution into a City approved deferred compensation program, for enrolled regular full -time and regular part -time employees, and the contribution amount shall be as follows: City Manager - Two percent (2 %) of gross base salary, Department Head positions - One and one -half percent (1.5 %) of gross base salary, and all other Management and Competitive Service regular full -time and regular part -time positions - One percent (1 %) of gross base salary. SECTION 5. Implementation of salary adjustments for positions noted in Section 1 herein shall be limited by the performance review system. Employees shall be evaluated prior to their anniversary date, and salary adjustments effective on their anniversary date. SECTION 6. The implementation of this Salary Plan shall be applicable to the payroll period beginning December 4, 1999. SECTION 7. Resolution No. 99 -1664 is hereby rescinded in its entirety. SECTION 8. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original Resolutions. PASSED AND ADOPTED this day of 1999.
