INVOCATION: Pastor Dave Wilkinson, Moorpark Presbyterian Church 3 . PLEDGE OF ALLEGIANCE: Boy Scout Troop 706 4 . ROLL CALL: Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing or a Presentation/Action/Discussion item. Speakers who wish to address the Council concerning a Public Hearing or Presentations/Action/Discussion item must do so during the Public Hearing or Presentations/ Action/Discussion portion of the Agenda for that item. Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting and for Presentation/Action/Discussion items prior to the beginning of the first item of the Presentation/Action/Discussion portion of the Agenda. Speaker Cards for a Public Hearing must be received prior to the beginning of the Public Hearing. A limitation of three minutes shall be imposed upon each Public Comment and Presentation/Action/Discussion item speaker. Written Statement Cards may be submitted in lieu of speaking orally for open Public Hearings and Presentation/Action/Discussion items. Copies of each item of business on the agenda are on file in the office of the City Clerk and are available for public review. Consider Adoption of a Resolution Initiating the Proceedings for the Formation of a Parks and Recreation Maintenance and Improvement District . Staff Recommendation: Adopt Resolution No. 99- , authorizing preparation of an Engineer' s report for the formation of a Parks and Recreation Maintenance and Improvement District . * C. Consider Rejection of All Bid Proposals for the Construction of the Eight Lighted Tennis Courts at Arroyo Vista Community Park (AVCP) and Authorize the Release of an Amended Design and Construction Specifications . Staff Recommendation: 1) Reject all bid proposals for the construction of the eight lighted tennis courts at AVCP; 2) Direct staff to amend the plans and specifications as outlined in the staff report; and 3) Authorize the release of the amended bid document . * D. Consider Resolution No. 99- , Establishing the Fares for the City Transit Bus, and Rescinding Resolution No. 98-1514 . Staff Recommendation: Adopt Resolution No. 99- , establishing bus fares as identified as Option 1, and rescinding Resolution No. 98-1514 (ROLL CALL VOTE REQUIRED) . E. Consider the Status of Available Library Funds and the Establishment of a Library Advisory Committee. Staff Recommendation: Approve the establishment of a Moorpark Library Advisory Committee and provide direction on its composition. * Items Deemed by the City Manager to be High Priority City Council Agenda February 3 , 1999 Page 5 10 . Consider Minor Modification No. 2 to Planned Development Permit No. 943 for a Detached Patio Enclosure with Indoor Seating at the Secret Garden Restaurant, located at 255 East High Street (Robert Sof sky) . Staff Recommendation: Adopt Resolution No. 99- approving Minor Modification No. 2 to Planned Development Permit No. 943 . I . Consider Minor Modification No. 4 to Residential Planned Development Permit No. 89-3 for Two Expanded Classroom Buildings (13950 Peach Hill Road, Moorpark Presbyterian Church, Dan Varnum) . Staff Recommendation: Adopt Resolution No. 99- approving Minor Modification No. 4 to Residential Planned Development Permit No. 89-3 . J. Consider Pre-application No. 99-1, a Request by Peach Hill LLC to Initiate a Zone Change and Concurrent Processing of a Tentative Tract Map and a Residential Planned Development Permit for the Construction of Ten Single Family Homes at the Northeast Corner of Peach Hill Road and Rolling Knoll Road. Staff Recommendation: 1) Adopt Resolution No. 99- authorizing the initiation of a Zone Change request and to allow concurrent processing of a Tract Map and Residential Planned Development Permit and 2) Direct staff regarding affordable housing requirements, or appoint an Ad Hoc Committee to review the affordable housing requirements for the project and to report back to the City Council . K. Consider the Annual City Legislative Program Report . Staff Recommendation: Approve the Legislative Program for the year 1999 . L. Consider Scheduling Joint City Council/Moorpark Unified School District Board Meeting in 1999 .
