The approved plans included a base component and three alternates. The incorporation of the alternates allows the City to construct the project in phases, if so desired, depending on available funding. The City Council has allocated $176,000 towards the construction of eight lighted tennis courts at Arroyo Vista Community Park (AVCP). A cost sharing arrangement was negotiated with Moorpark Unified School District (MUSD), which agreed to match the City by committing $176,000 from its share of the tax increment and 2% pass through funds. The total amount of funds committed to the project to date is $352,000. The bid process closed on December 21. Two bids were received and the qualified low bidder was Malibu Pacific Tennis Courts. P q-k- DATE: January 28, 1999 (CC Meeting of February 3, 1999) SUBJECT: Consider Rejection of All Bid Proposals for the Construction of the Eight Lighted Tennis Courts at Arroyo Vista Community Park and Authorize the Release of an Amended Design and Construction Specifications DISCUSSION On November 4, 1998, the City Council approved the design and construction specifications for eight lighted tennis courts at AVCP. The approved plans included a base component and three alternates. The incorporation of the alternates allows the City to construct the project in phases, if so desired, depending on available funding. Alt #3: Irrigation and landscaping. $ 43,000 $ 43,000 TOTAL $745,000 $841,000 The cost of the two proposals is considerably more than had been estimated by the project architect. While staff had felt that an additional allocation would probably be necessary to complete the project, the actual difference between the current project budget and the low bid proposal is significantly more than anticipated. In an effort to confirm the cost figures provided in the two proposals received by the City, staff contacted the City of Hermosa Beach which recently conducted a formal bid process on the construction of four lighted tennis courts. The low bidder's proposal was for approximately $430,000. On a per court basis, this cost is consistent with the proposals the City of Moorpark received. Staff discussed potential design and construction specification modifications with both bidders. They indicated that changing the lighting and fence specifications would potentially reduce the cost of the project by approximately $66,000. As a result, staff is recommending that the Council reject all bids and direct staff to amend the specifications by replacing the Spaulding lights with Bieber lights, replacing the 4" schedule 80 fence posts with 3 1," schedule 40 posts, and decreasing the height of the wind screen from nine feet to six feet. \1MOR PRI_SERV\home folders\N Lindley \PARKS \tennisct3.agd.doc 000027 AVCP Tennis Courts 01/28/99 3 Even with the proposed design and construction specification changes, the City will be required to allocate additional funds to complete the tennis court project. Staff has discussed the need for additional funding commitments with the MUSD Superintendent. Dr. Duffy has indicated a willingness to allocated additional revenues from MUSD's share of the redevelopment tax increment and 2% pass through. The following is an estimate of how much the total cost of the project will be to construct the base component and alternative #1 (which contains the basic components for public tennis courts) of the scope of work: AVCP TENNIS COURT - COST F.STTMATV PROJECT EXPENDITURE COST EST. (bid docs, plans, tree evaluation, etc.) $ 5,000 TOTAL $622,000 It is estimated that the process to rebid the project will take six to eight weeks.
