Subject: Consider Approval of the Plans and Specifications for a
Project to Construct Traffic Signal and Related
Improvements at the Intersection of Casey Road and Walnut
Canyon Road (State Route 23)

On January 20, 1999, the City Council continued the subject matter to the
February 3r6 meeting.
DISCUSSION
A. Draft Plans Completed & Plan Checking Started
A complete set of the final draft plans (original mylars) and
specifications for the subject project were provided to the City on
January 18, 1999. Blueprint copies were provided by the School
District on January 20, 1999. A copy of the plans and specs were
provided to the Engineering Department on January 20th, with
instruction to proceed with the plan checking of the Casey Road plans.
Previously the Walnut Canyon Road plans received a cursory review
only, due to the fact that the plans were to be reviewed and approved
by Caltrans. No thorough plan check was performed, or is intended to
be performed, by the City, on the Walnut Canyon Road plans.
B. City Council Approval of the Plans and Specifications
In order to expedite City Council review and approval of the subject
plans and specifications, a copy of the above mentioned final draft
plans and specs were placed in the City Council office on January 20,
1999, prior to the completion of the plan checking. It was the hope of
staff that plan check corrections would be minor and that the City
Council would be able to consider approval of these documents on
February 3, 1999, making note of any minor corrections which might be
required.
C. First Plan Check Complete
The first check of the plans and specs for the proposed Casey Road
street improvements was completed by the Engineering Department and
returned to the School District on January 28, 1999. The required plan

corrections are fairly substantial in nature. They plan changes
include, but are not limited to the following:
1. Approvals: Seek and obtain approval from VCFCD for the proposed
connection of a new storm drain line to the box culvert owned by
the VCFCD, and seek and obtain approval from Ventura County
Waterworks District No. 1 for the proposed relocation of fire
hydrant and possible impacts upon water /sewer facilities.
2. Clarifications and Changes:
a Provide responses to questions on a number of design issues;
b Provide additional detailed information on a number of design
approaches being proposed; and,
c Provide hydrology and hydraulic information to support design
of proposed storm drain facilities.
d Provide profile of storm drain line to show location of drain
line as well as existing crossing utilities;
e Add street light where indicated; and,
f Change striping from thermoplastic to paint.
D. Delay No Impact on Schedule
In the opinion of staff, the continuation of this matter to a future
date will not adversely affect the schedule for this project. As of
the date of the writing of this report, the School District was still
working to complete a number of tasks which must be completed prior to
the City submitting a Permit Application to Caltrans. When those tasks
are completed, staff will be able to submit the Permit Application to
Caltrans, even prior to the City Council approving the plans. The
tasks yet to be completed include the following:
• Caltrans approval of the Project Report;
• Caltrans approval of the Right -of -way Certification;
• Caltrans approval of the plans and specification;
• Caltrans authorization to submit the plans to Caltrans Permits
Branch; and,
• Final changes to the language for the City / District Agreement;
Also, in the event a State Encroachment Permit is issued prior to the
City Council having an opportunity to approve the plans, staff could
still proceed with advertising the project for receipt of bids,
consistent with prior City Council direction. Any changes required by
the City Council could be added via addendum prior to the bid opening.
E. Summary
It is the view of staff that the plans are not complete and are not in
a state suitable for City Council approval. As noted above, the plans
need not be approved prior to advertising the project, and it is the
intent of staff to proceed with advertising, if the schedule demands,
prior to City Council approval. Accordingly, City Council approval of
the plans may be deferred to a later date.
