SUBJECT: Consider Resolution No. 99- , Amending the FY 1998/99
Budget Transferring Funds From the Senior Center Trust
Fund to the Senior Center Operating Budget
DISCUSSION
The City Council is being asked to adopt the attached Resolution
which amends the FY 1998/99 budget by transferring funds from the
Senior Center Trust Fund (500) to the Senior Center Division
operating budget. The Trust Fund was established to manage funds
raised by the Senior Center to be used for Senior Center
programs.
To date, the Senior Center Trust Fund has a healthy balance of
approximately $35,500. That figure includes the approximately
$11,000 raised between the start of the 1998/99 fiscal year and
the end of December. The proposed budget amendment would transfer
funds in the amount of $4,400 for the following purposes:
Senior Games: With the adoption of the FY 1998/99 Budget,
the City Council approved the expenditure of $3,000 for the
Senior Games, which was successfully held in October, 1998.
A record was set for the number of single entries
(unduplicated participation count) totaling 265, and
multiple entries (duplicated count for all events) totaling
over 580. Additionally, the number of game events was
expanded as a result of the success of past years. To
accommodate the increase in participation and events,
additional expenditures were required in the amount of
$1,620. The Senior Center raised approximately $1,500
specifically for this event and the funds were deposited in
the Trust Fund. In order to spend the funds raised, they
must be transferred to the operating budget.
Senior Center History Book: As you know, a book documenting
the History of the Moorpark Senior Center was just recently
completed. The authors, Everett Braun and Irene Cameron,

turned the rights for the book over to the Moorpark Senior
Center. The Senior Center Advisory Committee plans to sell
copies of the book for $15.00 as a fundraising effort. In
order to carry out the effort, they need $820 in start up
funds to cover printing costs. All final costs will be
reimbursed from the proceeds.
Printer Replacement: The Senior Center has an old desk jet
printer, a model the City has phased out, that has
completely stopped working. The cost to repair the printer
exceeds the cost of a new one. Staff proposes transferring
$360 from the Trust Fund to purchase a new Laser Jet
printer.
Fashion Show Fundraiser: The Senior Center is planning a
fashion show and luncheon as a Spring fundraising event.
This is the first time a fashion show has been attempted,
and they have assembled a team of volunteers to plan and
implement the event. The planning committee is currently
selling ads for the program brochure, and it is anticipated
that the funds raised for the ads and the nominal entrance
fee will generate revenues in excess of the event's
expenditures. In order to proceed with the event planning,
staff proposes transferring $1,600 from the Trust Fund to
the Senior Center operating budget.
In summary, the Council is being asked to approve the transfer of
funds from the Senior Center Trust Fund to the Senior Center
operating budget for the following purposes:

This proposed budget amendment will have no impact on the General
Fund.
STAFF RECOMMENDATION (Roll Call Vote)
Staff recommends that the City Council adopt Resolution No. 99-
amending the FY 1998/99 Budget by transferring $4,400 from
the Senior Center Trust Fund (500) to the Senior Center Division
operating budget.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FY 1998/99
BUDGET TRANSFERRING $4,400 FROM THE SENIOR CENTER
TRUST FUND (500) TO THE GENERAL FUND (100)1
SENIOR CENTER DIVISION BUDGET FOR COSTS
ASSOCIATED WITH SENIOR CITIZENS PROGRAMS
WHEREAS, on June 16, 1998, the City Council adopted the
budget for Fiscal Year 1998/99; and
WHEREAS, a staff report has been presented to said Council
requesting a budget amendment in the amount of $4,400 for the
Senior Center Division Budget for cost associated with Senior
Center Programs; and
WHEREAS, Exhibit "A" hereof describes said budget amendment
and its resultant impacts to the budget line item(s); and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment transferring $4,400 from
the Senior Center Trust Fund (500) to the General Fund (100),
Senior Center Division expenditure budget as more particularly
described in Exhibit "A" attached hereto is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption
to the resolution.
