"VxcelOg of CITY OF MOORPARK AGENDA REPORT TO: Honorable City Council FROM: Nancy Burns, Senior Management Analyst DATE: January 29, 1999 (Meeting of February 17, 1999) SUBJECT: Consider Co- Sponsorship of First -time Home Buyer Workshops Background Cabrillo Economic Development Corporation (CEDC) provides home ownership counseling for Low and Very Low Income first time buyers. In June 1998, the organization sponsored a set of First -time Home Buyer Workshops in Moorpark, with approximately twenty -six (26) individuals in attendance. One of those who completed the June workshops has since become a homeowner in Moorpark. Participants continue to receive personal counseling from CEDC staff after the workshop. Discussion CEDC anticipates providing two (2) or three (3) sets of First -time Home Buyer Workshops this year in Moorpark, the first of which tentatively has been scheduled for April 10 and 17, 1999. The HUD - certified program enables those who complete the set of workshops to receive a discount on mortgage insurance if they obtain an FHA loan, and can add two to three (2 -3) points to their overall credit score. The City has been asked to waive the fees normally charged for a room in the Community Center on two consecutive Saturdays in April, to enable CEDC to provide the training here. (Letter attached.) There is no charge to participants for the program. Fees to a non - profit organization such as CEDC for a group of the size anticipated (25- 35 people) would normally be twenty -five dollars ($25) per hour, for a total of five hundred dollars ($500) for two ten hour days, including set -up time and clean -up after the workshop. (The City's Down Payment Assistance Program using HOME funds requires participants to receive HUD - approved home buyer counseling.) Recommendation Direct staff as deemed appropriate. The workshop is held in two four -hour sessions. The proposed dates are April 10 and April 17 from 8:00 to noon in English and 1:30 -5:30 in Spanish. The purpose of the workshops is to promote home ownership and walk families and/or individuals through the process of purchasing a home. Some topics include loan processing, importance of good credit, availability of mortgage products, budgeting, and home maintenance. The participants will receive a certificate of completion at the end of the course. Because there is no charge to the participants, we are respectfully requesting that the City waive any fees for the use of the facility, including the kitchen. The kitchen will only be used to rinse our coffee pot. We anticipate a minimum of 25 -35 people per session. It is our intention to conduct at least two other workshops throughout this year.
