Lindley, Director of Community Services February 8, 1999 (CC Meeting of February 17, 1999) SUBJECT: Consider Resolution No. 99- , Amending the FY 1998/99 Budget for the Construction of Eight Lighted Tennis Courts at Arroyo Vista Community Park DISCUSSION At its meeting on February 3, 1999, the City Council awarded a contract to Malibu Pacific Tennis Courts for the construction of eight lighted tennis courts at Arroyo Vista Community Park (AVCP). The Council also agreed to allocate an additional $135,000 from the Community Park Improvement Zone Fund, and was informed that Moorpark Unified School District (MUSD) agreed to make an additional $135,000 commitment. Both parties have now committed $311,000 each. With the adoption of the attached resolution, the total project budget will be $622,000. The costs will be shared equally between the City and MUSD. The following chart is a summary of the project budget: AVCP TENNIS COURT - COST ESTIMATE PROJECT EXPENDITURE COST EST. (bid docs, plans, tree evaluation, etc.) $ 5,000 TOTAL $622,000 MUSD's portion of the project's cost will come from its share of the redevelopment increment tax and 2 percent pass- through. In FY 1997/98, MUSD received $82,256 in redevelopment tax increment and 2 percent pass through payments, and will provide the City with that amount within 30 days of the Council's action to award the construction contract (February 3). Based on the funding arrangement between the City and MUSD, and approved by Council, MUSD will authorize the City to retain its future redevelopment tax increment and 2 percent pass through payments until sufficient funds are collected to pay for its share of the project's costs. The next payments will be in March and June of this year (prior to completion of the tennis court project) and are estimated to total approximately $91,156. That will leave MUSD with an outstanding balance of approximately $137,588, which will be reimbursed to the City within one and a half years and will come from FY 1999/00 and FY 2000/01 payments. Combined with the previous appropriated funds of $176,000, this action brings the total project budget to $622,000. M: \MLindley \PARKS \tennisfundreso.agd.doc Tennis Court Budget Amendment 02/08/99 Page 4 ATTACHMENT A RESOLUTION NO. 99- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 1998/99 BUDGET BY APPROPRIATING $135,000 FROM THE PARK IMPROVEMENT FUND, COMMUNITY ZONE (212.720) AND $446,000 FROM DUE FROM OTHER AGENCIES FUND TO THE ARROYO VISTA COMMUNITY PARK TENNIS COURT PROJECT (400.720.1026.804.9903) WHEREAS, on June 17, 1998, the City Council adopted the Budget for Fiscal Year 1998/99; and WHEREAS, on October 1, 1998, the City Council adopted Resolution No. 98 -1391, authorizing a loan of $176,000 from the General Fund (100) to the Park Improvement Fund, Community Zone (212.720) to fund a portion of the Arroyo Vista Community Park tennis courts; and WHEREAS, on February 3, 1999, the City received a letter from Moorpark Unified School District committing to fund fifty percent of the tennis court project from its share of the redevelopment increment tax and the 2 percent pass through payments; and WHEREAS, on February 3, 1999, the City Council was presented a report requesting an additional allocation of funds for the construction of the Arroyo Vista Community Park tennis courts by transferring $135,000 from the Park Improvement Fund, Community Zone (212.720) and $446,000 from the Due to Other Agencies Fund to the tennis court project (400.720.1026.804.9903); and WHEREAS, Exhibit "A" describes said budget amendments and its resultant impacts to the budget line item(s). NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES RESOLVE AS FOLLOWS: M: \MLindley \PARKS \tennisfundreso.agd.doc 0003 20 Tennis Court Budget Amendment 02/08/99 Page 5 SECTION 1. A budget amendment as more particularly described in Exhibit "A" attached hereto is hereby approved; and, SECTION 2. The City Clerk shall certify to the adoption of this Resolution and shall cause a certified resolution to be filed in the book of original Resolutions.
