HomeMy WebLinkAboutAGENDA REPORT 1999 0317 CC REG ITEM 09AISM A.A. of��_7_._ _. ror,nmme6d bi fj c. n CITY OF MOORPARK AGENDA REPORT BY: ` TO: Honorable City Council FROM: Nancy Burns, Senior Management Analyst I DATE: 4 March 1999 (CC meeting of 17 March 1999) SUBJECT: Consider Proposals for Community Development Block Grant (CDBG) Funds ($195,774) for FY 1999/2000 Background At its regularly scheduled meeting February 17, 1999, Council received a staff report summarizing fourteen (14) Public Service proposals for the use of CDBG funds for FY 1999/2000. After hearing public testimony, Council directed the Budget and Finance Committee to prepare a recommendation for final appropriations for Council's consideration at its regular meeting scheduled for March 17, 1999. One hundred ninety -five thousand seven hundred seventy - four dollars ($195,774) are available for FY 1999/2000. Discussion The fourteen (14) proposals received for Public Service funds total eighty -nine thousand six hundred thirty -two dollars ($89,632) . Department of Housing and Urban Development (HUD) regulations limit funds for Public Service projects to fifteen percent (15 %) of the City's total allocation, or twenty -nine thousand three hundred sixty -six dollars ($29,366). One application for public improvements was received from the Boys and Girls Club in the amount of forty thousand dollars ($40,000). At its March 3, 1999, meeting, the Budget and Finance Committee (Mayor Hunter and Councilmember Wozniak) considered the proposals submitted and found that four (4) Public Service projects could provide a variety of basic services to a large number of residents with immediate needs. These organizations and the programs they provide are the Ventura County Library Services Agency's Adult Literacy Program, the Catholic Charities Community Services 000001. CDBG Appropriations for FY 1999/2000 CC Meeting of March 17, 1999 Page 2 Program, the Ventura County Human Services Agency's Senior Nutrition Program, and the City's Senior Center Operations (Part - time Staff Assistance). Catholic Charities does not anticipate utilizing all its funds for FY 1998/1999 by the end of the contract year, June 30, 1999. If that contract is extended to December 31, 1999, the organization's allocation for FY 1999/2000 could be reduced commensurately and still maintain continuous funding. The Committee also found that funds for Public Improvements and Affordable Housing should be allocated for those purposes, with specific projects to be determined after further consideration. Continued support of the Fair Housing Institute is considered an administrative activity and complies with requirements to further the policies of the Fair Housing Act.
