SUBJECT: CONSIDER OPTIONS FOR CITY COUNCIL MEETING STARTING AND
ENDING TIMES AND MEETING FREQUENCY
BACKGROUND
At the City Council's meeting on February 17, 1999, staff was
directed to schedule consideration of a change to Council meeting
starting and ending times and meeting frequency.
Section 2.04.010 of the Municipal Code states that the regular
meetings of the City Council shall be held on the first and third
Wednesdays of each month at the hour of seven (7:00) p.m. Section
11 of the Council's Rules of Procedure (Resolution No. 98 -1495)
includes language that in addition to regularly scheduled meetings,
an adjourned meeting will be held on the second Wednesday of the
month as needed, and that the fourth Wednesday will only be
scheduled when required for meetings with special purposes or for
a study session on a complex issue as determined by the Mayor and
the City Manager.
DISCUSSION
Options for Council meeting starting and ending times and meeting
frequency that the City Council could consider include:
• More frequent adjourned meetings on the second Wednesday of
the month.
• Changing the regular meeting start time to 6:00 or 6:30 p.m.
• Adopting a policy similar to that of the City of Simi Valley
that upon reaching 11:30 p.m., the City Council will not
address any new agenda items. In order for the Simi Valley
City Council to continue to address an in- progress City
Council agenda item past 12:00 midnight, a specific motion is
required. Items not addressed could be continued to an
adjourned meeting or the next regular meeting.
• Revising the order of the agenda to have the closed session
occur first at an earlier time such as 6:00 or 6:30 p.m. The
advantage of closed session at the beginning of the meeting is

that a time certain could be given for the invocation and
other non - closed session items to begin; incomplete closed
session discussion could be tabled until after the consent
calendar; and there would potentially be less need for
preparation of as many special meeting agendas and separate
special meeting minutes.
• Scheduling public hearing items for the second or fourth
Wednesdays of the month could result in shorter regular
meetings on the first and third Wednesdays of the month.
Any change to the meeting start time would require an amendment to
Section 2.04.010 of the Municipal Code. Any change to the Council
meeting schedule could require an amendment to the Council's Rules
of Procedure for Council Meetings.
