Gilbert, Director of Public Works March 1, 1999 (CC Meeting of 3- 17 -99) SUBJECT: Consider Selection of a Consultant to Provide Aerial Photographic Services OVERVIEW This requests City Council approval of the selection of a firm to provide aerial photographic services to the City. BACKGROUND In November of 1990 and again in 1994 aerial photographs of the entire City were purchased. These aerial photographs have proven to be a very useful resource for the Public Works Department, the Community Development Department and the Redevelopment Agency. These photos are referred to almost daily to provide detailed geographic information regarding the as -built condition of both public and private improvements throughout the City. DISCUSSION A. UPDATED RECORDS & RESOURCES With the completion of a number of public and private improvements over the past few years, the 1994 photos no longer provide an accurate representation of current on -site or roadway improvements and conditions. Citywide Aerial Photos: Two 500 scale color limits shall be super- imposed. 2. 111= 100' scale photos: Set of 57 ea., 30" x 30" covering the entire City. 3. 2 Sets of 10" x 10" color contact prints. C. SUMMARY OF PROPOSALS RECEIVED photos. City color photos Price quotes were formally solicited from four firms on February 5, 1999. Three of the four firms responded to the Request for Proposals (RFP). A list of these firms and the fees quoted, is as follows: Firm Fee Quoted 1. Pacific Western, Santa Barbara $ 7,440.91 2. I K Curtis Services, Inc., Burbank $ 8,578.39 3. Arrowhead Mapping Co., Colton $19,836.78 4. Airborne Systems, Inc., Anaheim declined to quote D. QUALIFICATIONS / RECOMMENDED SELECTION Upon review of each of the proposals submitted, as well as the background information and references provided therein, it has been determined that each of the three firms responding to the RFP is qualified to provide the requested services. In that Pacific Western Aerial Services provided the most competitive price, staff is recommending that they be selected. Pacific Aerial provided similar aerial photographic services to the City in both 1990 and 1994. E. FISCAL IMPACT The anticipated project costs are: Amount of Contract (Bid) $7,440.91 Project Contingency (150) $1,116.14 Total $8,557.05 These expenses are to be split fifty -fifty between the Moorpark Redevelopment Agency (MRA) and the Community Development Department as follows: MRA: Acc. No. 410.600.0000.000.9199 $4,300 Com Dev: Acc. No. 220.600.0000.000.9199 $4,300. Approve the selection of Pacific Western Aerial Services of Santa Barbara to provide the aerial photographic services. 2 Authorize the City Manager to execute necessary contract documents.
