Gilbert, Director of Public Works` March 1, 1999 (Council Meeting 3- 17 -99) SUBJECT: Consider Resolution No. 99- Authorizing Submittal of a Claim for TDA Article 3 Bicycle / Pedestrian Funds (formerly SB -821) for FY 1999/00 OVERVIEW This presents for consideration a Resolution authorizing submittal of a claim for Transportation Development Act (TDA) Article 3 funds. These monies are restricted to expenditures for projects which provide new (or improvements to existing) bicycle or pedestrian facilities. In past years, these monies were referred to as SB -821 funds. Although that was the State legislation which initially established the program, this term is no longer used. The correct term for this program is TDA Article 3 funds. DISCUSSION A. History A list of City projects funded by this source in prior years, is attached as Exhibit 1. B. Grant Process Each year the Ventura County Transportation Commission (VCTC) requests that interested cities (and other eligible agencies) submit grant applications for projects eligible for TDA Art. 3 monies. This year the deadline for the submittal of grant applications for this program is March 17, 1999. The grant applications received are evaluated by the Citizen's Transportation Advisory Committee / Social Services Transportation Advisory Committee (CTAC /SSTAC), using very specific criteria developed to enable the Committee to evaluate the relative merits of the grant applications. CTAC /SSTAC reviews the applications in April and then provides their recommendations to VCTC in May. VCTC takes action on those recommendations in June. sb821 -99 0001."?6 TDA Article 3 [Bicycle /Pedestrian Facilities] March 1, 1999 Page 2 C. Grant Application Staff submitted an application for TDA Article 3 grant funds to VCTC on March 15, 1999. As stated above, the deadline for the submittal of this grant application was 4:00 p.m., March 17, 1999. A summary description of the project to be funded by this grant application is as follows: • Name: Tierra Rejada Road Sidewalk • Location: South side of Tierra Rejada Road, west of Spring Road (see map attached as Exhibit 2) • Scope: Construction of curb, gutter and sidewalk • Purpose: There is no sidewalk in this area. Pedestrians traveling from the residential neighborhoods on the south side of Tierra Rejada Road to the new commercial center at the intersection of Tierra Rejada Road and Spring Road, do not have the use or benefit of an improved sidewalk. The proposed project will eliminate this "missing link. • Safety: The primary benefit of this project will be improved safety for pedestrians in this area. It should be noted that the intersection of Tierra Rejada Road and Southhampton Road is an uncontrolled intersection. The addition of the proposed sidewalk will facilitate pedestrian use of the controlled intersection of Tierra Rejada Road and Spring Road. • Project Cost: The total cost of the project is estimated to be $41,250. • Grant Amount: The total amount of the grant being requested is $18,000. D. Other Possible Future Protects A list of some of the other possible future projects which could be funded by this source, is attached as Exhibit 3. E. Local Matching Funds The evaluation criteria places a heavy emphasis upon the applicant providing a significant local share match. Forty (40) of the one hundred (100) points are granted for providing a fifty percent (500) match. Fifty (50) points are granted if the local share match is fifty -five percent (550) or greater. The grant application submitted this year provides for a local share sb821 99 U () 0IL � ?Ii9 TDA Article 3 [Bicycle /Pedestrian Facilities] March 1, 1999 Page 3 match exceeding fifty -five percent (550) of the total project costs, recommended to be funded by the Spring Road / Tierra Rejada Road AOC Fund [Account 211.900]. The actual appropriation and budget for this work would be presented to the City Council when the project is ready to advertise for receipt of bid. F. Miscellaneous Concrete Protect It is proposed that the construction of the project to be funded by the subject grant, be included in an upcoming project for the construction and /or reconstruction of Portland Cement Concrete (PCC) improvements (curb, gutter and sidewalks) at a number of locations throughout the City. It is anticipated that the Engineering Division will have the design for this project completed within three months. The project should be ready to advertise for bids at about the time the grant funds are approved in June. (?OUIL&A RESOLUTION NO. 99 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING THE FILING OF A CLAIM WITH THE VENTURA COUNTY TRANSPORTATION COMMISSION FOR ALLOCATION OF TRANSPORTATION DEVELOPMENT ACT (TDA ARTICLE 3) FUNDS FOR FISCAL YEAR 1999/00 WHEREAS, the Transportation Development Act (TDA) , as amended (Public Utilities Code Section 99200 et. Seq.), provides for the allocation of funds from the Local Transportation Fund and the State Transit Assistance Fund, for use by eligible claimants for various transportation purposes; and WHEREAS, pursuant to the provisions of the TDA, as amended, and pursuant to the applicable rules and regulations thereunder (Cal. Code of Regulations Section 6600 et. Seq.), a prospective claimant wishing to receive an allocation from the Local Transportation Fund or the State Transit Assistance Fund shall file its claim with the Ventura County Transportation Commission. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the City Manager is authorized to execute and file an appropriate claim pursuant to applicable rules and regulations promulgated thereunder, together with all necessary supporting documents, with the Ventura County Transportation Commission for an allocation of TDA funds in FY 1999/00. SECTION 2. That the authorized claim included $18,000 under TDA Article 3 for the Tierra Rejada Road sidewalk west of Spring Road. SECTION 3. That a copy of this resolution be transmitted to the Ventura County Transportation Commission in conjunction with the filing of the claim. SECTION 4. The City Clerk shall certify to the adoption of this Resolution and shall cause a certified Resolution to be filed in the book of original Resolutions.
