CITY COUNCIL AND PARKS & RECREATION COMMISSION
Moorpark, California April 11, 2018
A Special Joint Meeting of the Moorpark City Council and Parks & Recreation
Commission was held on Wednesday, April 11, 2018, at 6:30 p.m. at the Moorpark
Community Center located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the City Council to order at 6:52 p.m.
Chair Thompson called the Parks and Recreation Commission to order at 6:52
p.m.
2. THE PLEDGE OF ALLEGIANCE:
Chair Thompson led the Pledge of Allegiance.
3. ROLL CALL:
Parks & Recreation Commission: Commissioners Estrella, Norwalt, Pflaumer,
Morgan and Chair Thompson.
City Council: Councilmembers Mikos, Pollock, Simons,
Van Dam, and Mayor Parvin.
Staff Present: Troy Brown, City Manager; Deborah
Traffenstedt, Assistant City Manager;
Jeremy Laurentowski, Parks and
Recreation Director; Stephanie Anderson,
Recreation Services Manager; Captain
John Reilly, Sheriff's Department; and
Maureen Benson, City Clerk.
4. PUBLIC COMMENT:
None.
5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Status Report on Mission Statement, Priorities, Goals and
Objectives for Fiscal Years 2017/2018 and 2018/2019. Staff
Recommendation: Direct staff as deemed appropriate. •

Mr. Brown gave a brief oral report
There were no speakers.
The Council and Commission discussed: 1) Progress made on the
American with Disabilities Act compliance by improving ADA access
throughout the system of parks, especially when replacing equipment; 2)
Success of the new trail around Arroyo Vista Community Park; 3) Need for
a water feature such as a splash pad somewhere in the City, since the
community swimming pool is still not coming to fruition; 4) Work together
with the Arts Commission for installation of art work near the splash pad;
5) Moorpark Unified School District efforts to raise the funds for the
swimming pool along with a group of residents who are trying to form a
non-profit fund raising organization; 6) Explore commitment for a
community swimming pool from the current elected Moorpark Unified
School District Board; 7) Need for a feasibility study on the costs of
maintenance of a community swimming pool; 8) Cost constraints for
installation and maintenance of a splash pad; 9) Plans for future trails and
a feasibility study of an Arroyo Simi trail to be refined during the next
goals and objectives cycle; 10) Possible passage of statewide Proposition
68 the Parks, Environment, and Water Bond in June as an opportunity for
additional funding; 11) Planting more milkweed plants in open space and
park locations to provide the Monarch butterfly with a food source as they
are dying out; 12) Involving children in the sustainability effort to save the
Monarchs; 13) Consider the Monarchs in meetings of the Moorpark
Watershed, Parks, Recreation and Conservation Authority in charge of
managing the open space near Tierra Rejada and Moorpark Roads; 14)
Working to connect this area with the Conejo Recreation and Park District
land; 15) Add more wireless connectivity in City's parks; 16) Possibly
purchasing the abandoned Pinecrest school site for an extension of
Arroyo Vista Recreation daycare and Camp Moorpark with its two
swimming pools, one for therapy for active adults with the other for
children's swimming lessons; 17) Family campout in the park is scheduled
for the summer; and 17) Support staff's efforts to construct connectivity
trails throughout the City.
On behalf of the City Council, Mayor Parvin thanked the Parks and
Recreation Commission for all they do for the community.

6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and Chair Thompson
adjourned the Parks and Recreation Commission meeting at 7:29 p.m.
