In addition to the ICBO Table, the Building and Safety Division has augmented the ICBO Table with local fees. The valuation table currently in use is the April, 1991 edition (Attachment A) augmented by the local value table (Attachment B) . This report proposes the adoption of the most recently published ICBO valuation table, which was published in April of 1998 as the City building fee reference. DISCUSSION: California Government Code Section 66014 permits cities to establish fees for development project applications or service charges, subsequent to discussion at a public meeting, with interested parties who are provided an opportunity to comment. After completion of a public meeting, the legislative body may adopt new or amended fees by ordinance or resolution. State law limits the effective date of any new or changed fees for the processing of development projects or issuance of permits or entitlements to no sooner than 60 days following final action on the adoption of the new fee or amendment of existing fees. 000592 City Council Agenda Report Building Valuation Data June 7, 1999 Page 2 Currently, the Building Department uses the ICBO building valuation data table, as augmented, to determine valuations for structures when issuing permits. The current data table in use was issued by ICBO in April, 1991. Since that time several updates to this table have been issued by the ICBO. The department proposes to update the value table to the 1998 ICBO version. The 1998 update would increase valuation for various types of construction and structures between 14% and 16% above the 1991 table values. A typical example of the valuation change relates to a wood frame residence (Type V)of good construction which would be valued for permit issuance at the rate of $83.90 per square foot (1998 table) vs. $71.80 per square foot (augmented 1991 table). The value for permit purposes of a typical good quality constructed 2500 square foot single family home would be $209,750.00 under the 1998 table and $179,500.00 under the augmented 1991 table. The actual cost of the building permit, not including any additional City fees or outside agency fees, would increase from $1288.70 (1991 basis) to $1437.20 (1998 basis). This equates to a $148.50 increase in actual permit cost (11.5 %) over current cost. Typically, these fees increase an average of approximately two percent per year. The resolution attached would establish the ICBO valuation table as the annual data base for permit computations. Currently the cities of Oxnard, Fillmore, Ventura, Santa Paula, and Port Hueneme as well as Ventura County have adopted the April, 1998, valuation table. The Building Official would continue to determine valuation for structures such as block walls, patios, skylights, or developments not included within the ICBO Table. The values would be computed based upon surveys of other agencies to determine fees in use. STAFF RECODMNDATION: Adopt Resolution No. 99- adopting the International Conference of Building Officials recommended Table of Building Valuation Data as the basis upon which all building permit valuations shall be computed. B &S MWIVALUATI ONB.la4.24.99 000595 ATTACMENT B RESOLUTION NO. 99- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ADOPTING THE INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS TABLE OF BUILDING VALUATION DATA AS THE BASIS FOR VALUE ESTIMATES USED BY THE BUILDING OFFICIAL IN DETERMINING PERMIT VALUES WITHIN THE CITY OF MOORPARK WHEREAS, the City of Moorpark provides building permit plan checking and permit services; and WHEREAS, the International Conference of Building Officials annually prepares and publishes a regionally adjusted table for the estimated value of construction for various types of structures for which permit fees are assessed; and WHEREAS, Section 304.2 of the Uniform Administrative Code, as adopted by the City of Moorpark, requires the Building Official to determine a value or the valuation of construction work requiring building permits; and WHEREAS, Section 304.2 of the Uniform Administrative Code, as adopted by the City of Moorpark, requires that this value or valuation shall be used to compute building permit fees; and WHEREAS, the average cost of construction changes continuously; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES RESOLVE AS FOLLOWS: SECTION 1. That the Community Development Department, Building Division, shall utilize the most current copy of the International Conference of Building Official Building Valuation Data table, as augmented locally for minor structures or developments not listed therein, published annually in determining building permit valuations upon which permit or entitlement fees issued by the Building Division are assessed, except as otherwise provided for by local ordinance or adopted resolution. SECTION 2.
