Gilbert, Director of Public Works Date: June 7, 1999 (Council Meeting 6- 16 -99) Subject: Consider Establishment of Traffic Control Measures Designed to Prohibit Left Turn Traffic at Flory Avenue and Los Angeles Avenue (State Route 23/118) BACKGROUND At its June 2nd meeting, the City Council asked that the subject matter be brought to the City Council for discussion. DISCUSSION A. Re- Striping of Los Angeles Avenue At its June 2nd meeting the City Council discussed conceptual plans being developed by the developers of the Archstone Project, to re- stripe Los Angeles Avenue. That proposed re- striping would be a Mitigation Measure designed to prevent the Level of Service (LOS) at the intersection of Los Angeles Avenue and Moorpark Avenue from deteriorating to a level less than LOS C. This proposed re- striping project would provide for six lanes of traffic at and in the vicinity of Los Angeles Avenue and Moorpark Avenue, plus a longer westbound left turn lane at that intersection. The longer westbound left -turn lane would require the elimination of the eastbound left -turn lane at Flory Avenue. The developer will be working with Caltrans over the next few months to develop this concept and to obtain Caltrans approval. It is anticipated that this re- striping project would be implemented in conjunction with the construction of 000614 Flory Left Turn Traffic June 7, 1999 Page 2 additional pavement width on the south side of Los Angeles Avenue west of Moorpark Avenue. It is also anticipated that these improvements will not occur until the Archstone project, if approved, is under construction. B. Left Turn Egress Left turn movements from Flory Avenue to eastbound Los Angeles Avenue are difficult, and potentially hazardous, during peak traffic hours. It is requested, therefore, that the City Council direct staff to work with Caltrans to install traffic control measures designed to prohibit and prevent this turning movement. C. Notice The owners and residents of properties on Flory Avenue, including the Moorpark Unified School District, Flory Elementary School and the Moorpark Unified Methodist Church, were notified by mail of the intent of the City Council to discuss these proposed traffic control measures. The California Highway Patrol office on Moorpark Avenue, who often use Flory Avenue for access to its parking lots, were also notified. D. Left -Turn Traffic Controls 1. Left -Turns from Flory Avenue (Painted Island): The diagram attached as Exhibit 1 generally shows the type of striping modifications to be installed at the southerly terminus of Flory Avenue to prohibit and prevent left -turns onto Los Angeles Avenue. It is anticipated that the cost of this installation would be less than $500. It is recommended that the City Council direct staff to proceed with efforts to seek Caltrans approval of the installation of this traffic control modification. 2. Left -Turns from and to Flory Avenue (Painted Island): The diagram attached as Exhibit 2 generally shows the type of striping modifications to be installed at the southerly terminus of Flory Avenue when and if the Archstone re- striping project is constructed. That striping plan, plus appropriate signs, would be placed for the purpose of prohibiting and preventing both left -turns from Los Angeles Avenue to Flory Avenue, and left -turns from Flory Avenue to eastbound Los Angeles Avenue. Other Measures: In addition to the painted median described above in Section D -2, a number of other traffic controls to prevent left turn traffic from Flory Avenue to Los Angeles Avenue could be considered. These measure include; • installation of additional signs on the north side of the street; • installation of (611) diameter) placed in the-pa • installation of median; • installation of painted median. oversized [standard height, six inch Raised Pavement Markers (RPM) to be inted median on Los Angeles Avenue; delineators in the Los Angeles Avenue signs (for Flory Avene traffic) in the RECOMMENDATION Staff recommends that the City Council take the following actions: 1. Direct staff to submit a request to Caltrans for the installation of traffic control measures at Flory Avenue and Los Angeles Avenue designed to prohibit and prevent left -turn egress traffic from Flory Avenue to eastbound Los Angeles Avenue. 2. If deemed necessary by the City Manager to expedite the installation of these traffic control measures, authorize staff to apply for an Encroachment Permit to allow the City to incur the cost for and undertake the installation of these traffic control measures.
