TO: The Honorable City Council FROM: John Brand, Senior Management Analyst DATE: June 10, 1999 (CC meeting of June 16, 1999) SUBJECT: Consider a one -year extension to the Agreement with Thousand Oaks Cab Company for paratransit Dial A Cab services. BACKGROUND The City's paratransit program was established to conform with a federal mandate of the Americans with Disabilities Act (ADA). The ADA requires that accessibility provisions be made for transit systems, government offices, and many private facilities. The concept in this case is that the paratransit service provide curb to curb service (with door to door assistance) to those persons who are certified as being unable to access and use the regular bus system. Persons with a disability may apply to the Ventura County Transportation Commission (VCTC) for certification. Once VCTC has verified their eligibility, VCTC informs the City, and the City issues the person an ID card. There is national reciprocity, so a Moorpark ADA ID card is valid for any transit system anywhere in the United States, its possessions and territories. Although paratransit services may cost considerably more than regular bus service, federal law prohibits charging any more than double the regular fare for the paratransit service. In Moorpark, the regular bus fare is $1.00, and the paratransit fare is $1.50. In 1997, the City eliminated its route deviation system for the City Bus and went to a "Dial A Cab" contracted service. An Agreement with Thousand Oaks Cab Company was established based on informal services previously provided for disabled passengers residing beyond a li mile of the fixed route. This firm also 000693 ADA Dial A Cab Renewal 1999 CC Meeting of June 16, 1999 Page 2 provides a similar service in the City of Thousand Oaks, and this enables through service for disabled persons wishing to travel to Thousand Oaks. The majority of these trips are for medical purposes. This fiscal year, fourteen individuals have used the service, out of a pool of 50 ADA certified Moorpark residents. On average, the service provides 31 trips per month. The City's Agreement with T. 0. Cab expires June 30, 1999. DISCUSSION Staff proposes a one -year extension of the paratransit Agreement with Thousand Oaks Cab Company. Their performance has been more than satisfactory. The Dial A Cab service has proven to be an improvement for both the disabled paratransit customers, and the regular City Bus riders. On time performance of the fixed route bus has improved, and there is greater flexibility in pick up times and more direct transport for the disabled passengers. If the Agreement is extended, Thousand Oaks Cab will be eligible for a 3% cost of living increase (the April to April CPI) . There are sufficient funds in the Draft Fiscal Year 1999 -2000 transit budget allocation of $2,000 to pay for this contract. There is no need for an additional appropriation if this item is approved. RECObZ ENDATION Staff recommends that the Council approve a one -year extension of its Agreement with Thousand Oaks Cab Company for paratransit services, and authorize the City Manager to execute the extension.
