Gilbert, Director of Public Works �1 Date: June 28, 1999 (Council Meeting 7 -7 -99) Subject: Consider Approval of a Project to Reconstruct the Pavement on the North Side of Casey Road OVERVIEW This requests approval of a project to reconstruct the pavement on the north side of Casey Road from a point just west of Walnut Canyon Road to the westerly terminus of the street. DISCUSSION A. West End Improvements As a part of the Walnut Canyon Elementary School construction project, the Moorpark Unified School District (MUSD) recently completed the reconstruction of the south side of Casey Road. These new street improvements extended easterly along a portion of the frontage of the Boys and Girls Club, to the northeast corner of the Boys and Girls Club gymnasium. This project was totally funded by the MUSD. B. East End Improvements As a part of the Casey Road traffic signal project, the south side of Casey Road east of the Boys and Girls Club gymnasium was also reconstructed. Although the construction contract for this work is being administered by the City, the funding for this project is being provided by the MUSD. A portion of the MUSD costs for the work being done within the State Highway (Walnut Canyon Road) will be reimbursed by Caltrans. Future Widening When the property west of Casey Road (Specific Plan No. 1) is developed, the developer will be required to widen Casey Road to its full design width, which is summarized as follows: • two twelve feet wide travel lanes; • two twelve feet wide parking / Bike Lanes; and, • two 6.5 feet wide parkway /sidewalks. Additional street right -of -way will be conveyed to the City and street improvements on the north side of the street will be constructed. This work is not expected to be constructed in the near future. D. Subiect Proiect It is proposed that the City let a contract to remove and replace the pavement on Casey Road north of the limits of work of the two above described MUSD- funded projects. It is recommended that this work not be deferred until the street is widened and improved as discussed in Section C above, for the following reasons: • the pavement is currently in poor condition; • the roadway will be experiencing increased traffic volume after the new Elementary School opens; • the roadway will be experiencing heavy vehicles with the introduction of School Bus traffic; and, • it is not known when the SP -1 improvements will be constructed. The approximate area of this reconstruction is 12,100 square feet. The estimated cost of the project is summarized as follows: • Design: $0 • Construction: $ 57,000 Contingency $ 6,000 $63,000 • Inspection $ 2,000 $65,000 Casey_north 00G��� Casey Road North Side Pavement June 28, 1999 Page 3 E. Funding It is recommended that this project be funded by the Gabbert Road / Casey Road AOC Fund. A summary of the fund activity for this fund is as follows: • Current unappropriated fund balance $49,553 • Plus anticipated future revenue from $467,323 Bollinger Project ( * *) Total $516,876 ** Residential (216 x $1,560) Golf Course Residential rate per ac. MRA Loan $2,535.85 X 5.6 $14,200.76 X 9.18 336,960 $130,363 $467,323 The cost of the subject project [$65,000] exceeds the current fund balance [$49,553] of the Gabbert Road / Casey Road AOC Fund [Fund 2503]. It is recommended, therefore, that the Moorpark Redevelopment Agency (MRA) provide a loan to Fund 2503 in the amount of $20,000 to fully fund this project. Said loan would be repaid when the Gabbert / Casey AOC fees are paid by the Bollinger Project. Action on approval of the MRA loan will be presented to the MRA at their next meeting. RECOMMENDATION Staff recommends that the City Council take the following actions: 1. Adopt Resolution No. 99- amending the FY 1999/00 Budget to fund the subject project. 2. Authorize the City Manager to negotiate, award and execute a construction contract for the subject work. Casey north 000334 RESOLUTION NO. 99 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 1999/2000 BUDGET BY ADDING PROJECT 8023 TO PROVIDE FOR THE RECONSTRUCTION OF THE PAVEMENT ON THE NORTH SIDE OF CASEY ROAD AND APPROPRIATING FUNDS FROM THE CASEY /GABBERT AOC FUND FOR SAID PROJECT WHEREAS, on June 23, 1999, the City Council adopted the Budget for Fiscal Year 1999/00; and WHEREAS, a staff report has been presented to the City Council requesting a budget increase in the aggregate amount of $65,000; and WHEREAS, Exhibit "A," attached hereto and made a part hereof, describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a Budget amendment in the aggregate increase of $65,000, as more particularly described in Exhibit "A," is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this 7th day of July, 1999.
