Gilbert, Director of Public Works August 24, 1999 (Council Meeting 9 -1 -99) 910 - SUBJECT: CONSIDER RESOLUTION NO. 99- AMENDING RESOLUTION NO. 93 -983, PERTAINING TO PARKING RESTRICTIONS ON POINDEXTER AVENUE JUST WEST OF MOORPARK AVENUE, BY REVISING SAID PARKING RESTRICTIONS TO FACILITATE THE INSTALLATION OF CLASS II BIKE LANES OVERVIEW This report recommends the deletion of two parking spaces on the north side of Poindexter Avenue just west of McFadden Avenue, to allow for the re- striping of Poindexter Avenue to provide for the installation of Class II Bike Lanes in the area. DISCUSSION A. Resolution on Class II Bike Lanes The Circulation Element of the Moorpark General Plan calls for Class II Bike Lanes on Poindexter Avenue. On August 18, 1999, the City Council adopted Resolution No. 99 -1645 designating certain streets as Class II Bike Lanes. That portion of Poindexter Avenue west of Cornett Avenue is identified in said Resolution as having existing Class II Bike Lanes. Painted bike lanes currently exist from Cornett Avenue westerly to a point west of Chaparral Middle School. Those painted Bike Lanes will soon be extended westerly to Gabbert Road with the construction of the Poindexter Avenue widening project. 000Z'i `: Poindexter Avenue Parking Restrictions August 24, 1999 Page 2 That portion of Poindexter Avenue east of Cornett Avenue is identified in Resolution No. 99 -1645: "Future Class II Bike Lane." Sections 5 of said Resolution authorizes the City Manager to place and maintain Bike Lanes on any street identified as a "future" Class II Bike Lane, when and if roadway geometrics and /or parking conditions allow. Section 6 of said Resolution states that any such street segment (future Class II Bike Lane) so identified with appropriate signs and markings, shall be deemed an "existing" Class II Bike Lane subject to all applicable laws and regulations. B. Revised Stripinq Plan Staff and the City Traffic Engineer have developed a revised striping plan for the east end of Poindexter Avenue, which will allow for the extension of the Class II Bike Lanes east of Cornett Avenue. C. Existing Parking on the North Side of the Street On- street parking is currently permitted on the north side of the street along the frontage of the commercial property west of McFadden Avenue. Except as noted below, the above mentioned revised striping plan preserves that on- street parking. D. South Side Bike Lane The above mentioned striping plan allows for the placement of a painted Bike Lane on the north side of the street all the way to Moorpark Avenue. However, said plan shows the Class II Bike Lane on the south side of Poindexter Avenue, ending at McFadden Avenue. Implementation of this plan will require bicycles to merge with vehicular traffic east of McFadden Avenue. This proposed draft striping plan (with only a westbound painted bike lane immediately west of Moorpark Avenue) is recommended in order to accommodate a number of constraints in the area. Those constraints include the difficulty of providing for three (3) lanes of traffic plus two (2) painted bike lanes within a forty feet (401) wide (curb -to -curb) street. One other constraint is the attempt by staff to limit the number of on- street parking spaces to be removed. Shifting the striping to the north to accommodate a Bike Lane on the south side of the street, would have required a longer transition taper for westbound traffic, which would result in the elimination of an additional three (3) parking spaces. Parkinq Restrictions on Poindexter Avenue Currently parking is restricted on the north side of Poindexter Avenue between Moorpark Avenue and McFadden Avenue. On- street parking is permitted on the north side of the street west of McFadden Avenue, along the frontage of the Commercial property. In order to provide an adequate transition taper for westbound traffic, the recommended striping plan requires that the two parking spaces located east of the fire hydrant (see Exhibit 1), be eliminated. A Resolution has been prepared to revise existing parking restrictions to allow the implementation of the recommended draft re- striping plan discussed above. F. Ingress / Egress to Commercial Property at the Southwest Corner of Moorpark Avenue and Poindexter Avenue Subsequent to re- striping of Poindexter Avenue the westbound lane will not be wide enough to allow a vehicle to pass (on the right) when there is a vehicle waiting to turn left into the commercial property at the southwest corner of Moorpark Avenue and Poindexter Avenue. Accordingly, the striping plan will include a "KEEP CLEAR" stencil at the driveway west of the building. G. Notice As stated above, it is proposed that two (2) parking spaces be eliminated at the easterly end of the commercial property on the north side of Poindexter Avenue, just west of McFadden Avenue. The property owner and the business owners have been advised in writing of the this proposed action. RECOMMENDATIONS Staff recommends that the City Council adopt the attached Resolution amending Resolution No. 93 -983 pertaining to parking restrictions on Poindexter Avenue west of Moorpark Avenue, by extending certain of those parking restrictions to accommodate the installation of Bike Lanes. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The above described portion of Section 2 of Resolution 93 -983, pertaining to the location and limits of a NO STOPPING ANYTIME zone on the north side of Poindexter Avenue, is hereby amended to read as follows (see Exhibit "A ", attached hereto and made a part hereof, for diagram depicting the location of the revised limits): Side of Street Street Poindexter Avenue North Limits From Moorpark Avenue westerly to a point approximately three hundred seventy feet (3701) west of Moorpark Avenue SECTION 2. The City Manager is hereby directed to place signs and /or curb markings giving notice of these revised parking restrictions. Resolution No. 99- Page 2 SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
