SUBJECT: CONSIDER RESOLUTION RESCINDING RESOLUTION NOS. 85 -175
AND 95 -1119 PERTAINING TO PARKING RESTRICTIONS ON HIGH
STREET AND ESTABLISHING REVISED PARKING RESTRICTIONS ON
SAID STREET

A. Existing Parking Restrictions
In 1985 the City Council adopted Resolution No. 85 -175
establishing both parking restrictions and a Loading Zone on
the north side of High Street just east of Moorpark Avenue.
Later, in 1995, the City Council adopted Resolution No. 95 -1119
amending Resolution 85 -175 by deleting the Loading Zone. It is
recommended that both of these Resolutions be rescinded as a
part of the recommended action to establish revised parking
restrictions for this street.
B. New Bike Lanes
On August 18, 1999, the City Council approved a request from
staff that Class II Bike Lanes be installed on High Street as a
part of the re- striping of High Street subsequent to the recent
construction of an asphalt overlay on that street. Said Bike
Lanes installation would implement the Bikeway Plan of the
Circulation Element of the Moorpark General Plan. Said
installation would also be consistent with the Moorpark
Downtown Specific Plan.
C. New Parking Restrictions
As mentioned in the staff report pertaining to the above
mentioned action of August 18, 1999, the revised striping would
require the elimination of a number of parking spaces on High

Street. Resolution No. 85 -175 established a '!NO PARKING
ANYTIME" zone on the north side of High Street from Moorpark
Avenue to a point approximately fifty feet (501) east of
Moorpark Avenue. The final striping plan implementing Bike
Lanes on High Street, requires the elimination of on- street
parking on the north side of High Street between Moorpark
Avenue and Walnut Street.
D. Existing Signs and Curb Markings
In addition to the above described new parking restrictions, No
Parking signs and /or "Red" curbs have been installed at a
number of locations on High Street to better provide for
traffic safety. Those signs and markings are not supported by a
Resolution of the City Council, as required by the California
Vehicle Code (CVC). The recommended revised parking
restrictions for High Street include the parking restrictions
called for by those existing signs and markings.
E. Tree Wells
Tree wells extend into the street at a number of locations on
the north side of High Street. The recommended revised parking
restrictions for High Street include a NO STOPPING restriction
at each of those tree wells.
F. Resolution
The attached draft Resolution implements the parking
restrictions discussed above.
RECOMMENDATIONS
Staff recommends that the City Council adopt the attached
Resolution rescinding Resolution Nos. 85 -175 and 95 -1119
pertaining to parking restrictions on High Street and
establishing revised parking restrictions.

RESOLUTION NO. 99 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION
NOS. 85 -175 AND 95 -1119 PERTAINING TO PARKING
RESTRICTIONS ON HIGH STREET AND ESTABLISHING
REVISED PARKING RESTRICTIONS ON SAID STREET
WHEREAS, Resolution No. 85 -175 established certain parking
restrictions on High Street; and
WHEREAS, Resolution No. 95 -1119 amended said Resolution No.
85 -175 in part; and
WHEREAS, the recent installation of Class II Bike Lanes on
High Street require that changes be made to the existing parking
restrictions on High Street.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That Resolution Nos. 85 -175 and 95 -1119 are hereby
rescinded.
SECTION 2. That NO STOPPING ANYTIME zones are hereby
established on the north and south side of High Street as shown on
Exhibit "A," attached hereto and made a part hereof, and as
generally described as follows:
A. North Side:
• From Moorpark Avenue easterly to Walnut Street;
• From Bard Street westerly to a point approximately
twenty feet (201) west of Bard Street;
• From Bard Street easterly to a point approximately
ninety feet (901) east of Bard Street;
• From a point approximately three hundred twenty feet
(3201) east of Magnolia Street easterly to a point
approximately four hundred fifty feet (4501) east of
Magnolia Street;
• From Spring Road westerly to a point approximately one
hundred fifty feet (1501) west of Spring Road; and
• Adjacent to any tree wells extending into the street.
B. South Side:
• From Moorpark Avenue easterly to a point approximately
sixty feet (601) east of Moorpark Avenue; and
• From Spring Road westerly to a point approximately one
hundred fifty feet (1501) west of Spring Road.

SECTION 3. The City Manager is hereby directed to place
signs and/or curb markings giving notice of these revised parking
restrictions.
SECTION 4. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
