That project has been completed. DISCUSSION A. Project Description Attached as Exhibit 1 is a description of the subject project as well as a discussion of other recently completed improvements to Casey Road. B. Award of Contract The City Council authorized the City Manager to seek bids, negotiate and award a contract for the subject work. Gilbert, Director of Public Works Date: September 3,1999 (Council Meeting 9- 15 -99) Subject: Notice of Completion for North Side Casey Road Pavement Reconstruction BACKGROUND On July 7, 1999, the City Council authorized the City Manager to negotiate, award and execute a construction contract for the removal and replacement of the pavement on the north side of Casey Road. That project has been completed. DISCUSSION A. Project Description Attached as Exhibit 1 is a description of the subject project as well as a discussion of other recently completed improvements to Casey Road. B. Le Final Inspection and Acceptance Construction of the project began and was completed the week ending August 6. Contract administration and inspection services were provided by the Engineering Division. The project administrator /inspector has found the work to be acceptable. At this time it would be appropriate for the City Council to accept the project as completed, direct the City Clerk to file a Notice of Completion and authorize release of the retention. Fiscal Impact 1. Construction Costs: A summary of the final total construction contract costs is as follows: • Bid Amount $ 44,165 • Change Orders: $ 1,000 $ 45,165 Notes Change Orders: One Change Order was required for work necessary to locate gas line and to adjust valves to grade. 2. Total Project Costs: The final total cost of the subject project is summarized as follows: • Design: $ 0 • Construction $ 45,165 • Inspection: $ 2,500 $ 47,665 3. Gabbert / Casey AOC Fund: Project costs were initially estimated to be $65,000. In order to fully fund these estimated costs, it was necessary for the Moorpark Redevelopment Agency (MRA) to loan the Gabbert Road / Casey Road AOC Fund $20,000. Said loan was to be repaid when AOC fees were paid by the developers of properties in the area. With that loan the current status of the Gabbert Road / Casey Road AOC fund is as follows: • Prior Unappropriated fund balance $49,553 • Plus MRA Loan $20,000 Revised Fund Balance $69,553 Casey north cmp 000353 Casey Road North Paving September 3, 1999 Page 3 4. Final Project Cost Summary: On July 7, 1999, the City Council adopted a Resolution amending the FY 1999/2000 Budget to fund the subject project. As stated above, actual costs were less than those initially anticipated. No Budget Amendment is required. 5. Loan Cancellation: The total final project costs is less than the Gabbert /Casey AOC fund balance without the MRA loan. Accordingly, it is recommended that said loan be cancelled. Although the loan was authorized, it was never made. Accordingly, no other action, by either the City Council or the Moorpark Redevelopment Agency, will be necessary. RECOMMENDATIONS Staff recommends that the City Council take the following actions: 1. Accept the work as completed; 2. Instruct the City Clerk to file the Notice of Completion for the project; 3. Authorize the release of the retention upon satisfactory clearance of the thirty five (35) day lien period; and 4. Authorize the cancellation of the $20,000 loan from the MRA for the subject project. Casey_north_cmp Exhibit 1: Project Description A. West End Improvements As a part of the Walnut Canyon Elementary School construction project, the Moorpark Unified School District (MUSD) recently completed the reconstruction of the south side of Casey Road. These new street improvements extended easterly along a portion of the frontage of the Boys and Girls Club, to the northeast corner of the Boys and Girls Club gymnasium. This project was totally funded by the MUSD. B. East End Improvements As a part of the Casey Road traffic signal project, the south side of Casey Road east of the Boys and Girls Club gymnasium was also reconstructed. Although the construction contract for this work is being administered by the City, the funding for this project is being provided by the MUSD. A portion of the MUSD costs for the work being done within the State Highway (Walnut Canyon Road) will be reimbursed by Caltrans. C. Future Widening When the property west of Casey Road (Specific Plan No. 1) is developed, the developer will be required to widen Casey Road to its full design width, which is summarized as follows: • two twelve feet wide travel lanes; • two twelve feet wide parking / Bike Lanes; and, • two 6.5 feet wide parkway /sidewalks. Additional street right -of -way will be conveyed to the City and street improvements on the north side of the street will be constructed. This work is not expected to be constructed in the near future. D. Subject Project The subject project provided for the removal and reconstruction of the asphalt pavement and base material north of the limits of work of the above two described MUSD - funded projects. The approximate area of the reconstruction is 12,100 square feet. Casey_north_cmp O O U - J
