Subject: Notice of Completion for Tierra Rejada Road Storm Drain
Inlet Project
EXECUTIVE SUMMARY
On June 2, 1999, the City Council awarded a contract for the
construction of the subject project. That work has been completed.
This presents the Notice of Completion for the construction
contract.
DISCUSSION
A. Project Description
During any moderate rain event flooding occurs at the
intersection of Tierra Rejada Road and Mountain Meadow Drive,
and the intersection of Tierra Rejada Road and Mountain Trail
Street. The purpose of the subject project is to eliminate, or
significantly reduce this flooding. This was accomplished by
constructing two modifications to the existing storm drain
system, generally described as follows:
Modification A: Construction of two new catch basins (one
on each side of the street) on Mountain Meadow Drive just
south of Rivergrove Court. These new catch basins will
intercept storm flow which now runs northerly on Mountain
Meadow Drive to Tierra Rejada Road, and then to the west.
This intercepted storm flow will no longer reach Tierra
Rejada Road. It is anticipated that the existing catch
basins in and near Tierra Rejada Road will be able to
handle the reduced volume.

Modification B: Notwithstanding the above comment
regarding the anticipated improved capability of the
existing drainage systems in and near Tierra Rejada Road,
it is proposed that one additional improvement be
constructed near the intersection of Tierra Rejada Road
and Mountain Trail Street. The subject project includes
construction of additional catch basins on Tierra Rejada
Road just east of Mountain Trail Street. These new catch
basins will further improve storm water handling
capability at this intersection.
B. Final Inspection and Acceptance
Construction of the project has been completed. Contract
administration and inspection services were provided by the
Engineering Division. The project administrator/ inspector has
found the work to be acceptable. At this time it would be
appropriate for the City Council to accept the project as
completed, direct the City Clerk to file a Notice of Completion
and authorize release of the retention.
C. Fiscal Impact
1. Construction Costs: A summary of the final total construction
contract costs is as follows:
• Bid Amount $ 35,641.00
• Additional Quantities $ 0.00
• Change Orders: $ 5,527.79
$ 41,168.79
Notes:
A. Additional Quantities: The bid price was based upon unit prices for
certain bid items multiplied by estimated quantities. The actual
quantities of items required were the same as the engineer's
estimate.
B. Change Orders: One Change Order was required for certain additional
work generally described as follows:
1) Revise plans to avoid conflicting water main $2,311.87
2) Add concrete collar $450.00
3) Revise Curb & Gutter at median $719.67
4) Additional traffic control $100.00
5) Additional curb $360.00
6) Replace stamped concrete in median $1,586.25
Total $5,527.79
2. Total Project Costs: The final total cost of the project is
summarized as follows:
• Design: $ 7,000
• Construction $ 41,169
• Inspection: $ 5,000

3. Funding / Budget: This project is funded by the Gas Tax Fund.

The Budget will be adjusted administratively to fully fund
inspection costs. In addition, all unexpended encumbrances
and surplus appropriations will be reversed administratively.
No Budget amendment is required.
RECOMMENDATIONS
Staff recommends that the City Council take the following actions:
1. Accept the work as completed;
2. Instruct the City Clerk to file the Notice of Completion for
the project; and,
3. Authorize the release of the retention upon satisfactory
clearance of the thirty five (35) day lien period.
