Subject: CONSIDER RESOLUTION NO. 99- AMENDING THE FY
1999/2000 BUDGET TO FUND CERTAIN PRIOR YEAR
ENGINEERING COSTS RELATED TO THE CONSTRUCTION OF
ARROYO VISTA COMMUNITY PARK [PROJECT 80251
OVERVIEW
This requests approval of a Resolution amending the FY 1999/2000
Budget to provide funding for certain prior year surveying and
engineering costs required for the preparation of certain
easements at Arroyo Vista Community Park.
DISCUSSION
A. Water Main Easement
The construction of Arroyo Vista Community Park required the
conveyance to Ventura County Waterworks District No. 1
(VCWWD #1) of an easement for the water main serving the park
property. The preparation of the legal description for that
easement was delayed due to problems with the legal
description for the boundary of the park. It was necessary to
prepare a Record of Survey to resolve the park boundary
problems. The preparation of that document encountered
numerous problems which were only recently resolved. The
Record of Survey was only recently recorded.
With the recordation of the new Record of Survey for the park
boundary, it was possible to proceed with the preparation of
the legal description for the water main easement. That draft
easement deed has been prepared and forwarded to VCWWD #1 for
their review. when approved in draft form, this easement deed
will be presented to the City Council for approval and
authorization to convey and record.

B. Water Service Lateral Easement [Nursery Tenant]
One of the terms pertaining to the acquisition of the
easements from the Southern California Edison Company (SCE)
for the construction of the Arroyo Vista Community Park
Pedestrian Bridge, required the City to grant to SCE an
easement for the construction and use of a water service
lateral to serve the nursery tenant located north of the park.
The preparation of the legal description for that easement was
also delayed by the park boundary problems discussed above.
With the recordation of the new Record of Survey for the park
boundary, it was possible to proceed with the preparation of
the legal description for the water service lateral easement.
The draft easement deed has been prepared and forwarded to SCE
for their review. When approved in draft form, this easement
deed will also be presented to the City Council for approval
and authorization to convey and record.
C. Fiscal Impact
1. Initial Costs: When this project started in 1994, costs
were charged to the Community Wide Park Development Fund.
In more recent years such costs were charged to the
Pedestrian Bridge project. The subject action reallocates
costs charged to the Pedestrian Bridge project as
indicated below.
2. Bike Path Project: Monies from the Park
Development Fund
were not encumbered and carried over
to fund costs
incurred in more recent years. Those costs were charged to
the Bike Path project. The funding sources for non -
construction costs for that project
were the Park
Development Fund (then Fund #203.710)
and the Traffic
System Management Fund (then Fund #201).

4. Recommended Funding: It is recommended that the subject
surveying and engineering costs be split 50 -50 between the
Park construction project and the Pedestrian Bridge
Project. Please note that Pedestrian Bridge costs were
funded one -third (1/3) from the Spring Road / Tierra
Rejada Road AOC Fund, and two - thirds (2/3) from the Los
Angeles Avenue AOC Fund. Accordingly, a summary of the
recommended funding sources for these engineering costs is
as follows:
• 50 %: 2100 - Community Wide Park Development Fund;
• 33 %: 2501 - L. A. Ave. AOC Fund; and
• 17 %: 2502 - Spring Rd. / Tierra Rejada Rd. AOC Fund.
5. Reimbursement: The reallocation of these engineering costs
to the recommended funding sources noted above, will
require the appropriation and expenditure of funds from
the above mentioned AOC funds. Those costs will in turn
result in a reimbursement of funds to the Park Development
Fund and the Traffic System Management Fund.
6. Reallocation: The costs and credits resulting from the
recommended change in funding sources is summarized as
follows:

7. Budget Amendment: The attached Resolution creates Project
No. 8025 to fund the reimbursement of certain prior year
costs for the subject engineering services, as defined
above, and to fund certain residual future costs for
same.

Staff recommends that the City Council adopt Resolution No. 99-
amending the FY 1999/00 Budget to fund certain prior year
engineering costs related to the construction of Arroyo Vista
Community Park.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FY 1999/2000
BUDGET TO FUND CERTAIN PRIOR YEAR ENGINEERING COSTS
RELATED TO CONSTRUCTION OF ARROYO VISTA COMMUNITY
PARK [Project 80251
WHEREAS, on June 23, 1999, the City Council adopted the
Budget for Fiscal Year 1999/00; and
WHEREAS, a staff report has been presented to the City
Council requesting a budget increase in the aggregate amount of
$2,145; and
WHEREAS, Exhibit "A," attached hereto and made a part hereof,
describes said budget amendment and its resultant impacts to the
budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a Budget amendment in the aggregate increase
of $2,145, as more particularly described in Exhibit "A," is
hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
