HomeMy WebLinkAboutAGENDA 1999 0929 CC SPCNOTICE AND CALL OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF MOORPARK TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF MOORPARK: NOTICE IS HEREBY GIVEN that a Special Meeting of the City Council of the City of Moorpark is hereby called to be held Wednesday, September 29, 1999, commencing at 7:45 p.m. Said meeting will convene in the Community Center located at 799 Moorpark Avenue, Moorpark, California. Said Special Meeting shall be for the purpose of considering the following: 1. CALL TO ORDER: 2. PLEDGE OF ALLEGIANCE: 3. ROLL CALL: 4. PUBLIC COMMENT: 5. PRESENTATION /ACTION /DISCUSSION: A. Consider Zoning Ordinance Amendments: ZOA 99 -05, Lightin Standards, and ZOA 99 -06, Intermediate Care Facilities in RO (Single Family Estate) Zone. (Continued from September 15, 1999 with Public Hearing Closed.) Staff Recommendations: 1) Determine that the proposed Lighting Regulations qualify for a Negative Declaration and that the Code Amendment related to care facilities is exempt under provision of CEQA; 2) Introduce Ordinance No. for first reading, adding or amending provisions of Table 17.20.050 amending the RO Zone in the Municipal Code as described in Attachment 1; and 3) Introduce Ordinance No. for first reading, adding Chapter 17.30, "Lighting Standards" to the Municipal Code as described in Attachment 2. Consider Zone Ordinance Amendments: ZOA 99 -07, to Permit Limited Retail Commercial Uses within the CO (Commercial Office) Zone within the Downtown Specific Plan Area; and ZOA 99 -08, Creating a Shortened Procedure for Conversion of Uses from Residential to Commercial or Office Use within the Downtown Specific Plan Area. (Continued from September 15, 1999 with Public Hearing Closed.) Staff Recommendations: 1) Determine that the Code Amendments related to limited retail commercial uses within the CO Zone, and to approve approval of applications for the conversion of uses from residential to commercial or office uses within the Downtown Specific Plan area having a base zoning of CO (Commercial Office) are exempt under provision of CEQA; and 2) Introduce Ordinance No. for first reading to amend Table 17.20.060 and to revise Chapter 17.44 of the Municipal Code as described in Attachment 1. C. Consider City's Position on AB -1363. Staff Recommendation: Direct staff as deemed appropriate. 6. ADJOURNMENT: Dated: September 24, 1999 Deborah S. Speakers who wish to address the Council concerning a Public Hearing or Presentations /Action /Discussion item must do so during the Public Hearing or Presentations /Action /Discussion portion of the Aggnda for that item. Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting and for Presentation /Action /Discussion items prior to the beginning of the first item of the Presentation /Action /Discussion portion of the Agenda. Speaker Cards for a Public Hearing must be received prior to the beginning of the Public Hearing. A limitation of three minutes shall be imposed upon each Public Comment and Presentation /Action /Discussion item speaker. A limitation of three to five minutes shall be imposed upon each Public Hearing item speaker. Written Statement Cards may be submitted in lieu of speaking orally for open Public Hearings and Presentation /Action/ Discussion items. Copies of each item of business on the agenda are on file in the office of the City Clerk and are available for public review.
