SUBJECT: Consider Urban Growth Boundary (UGB) Education Program
and Request for City Co- Sponsorship of an Informational
Workshop
BACKGROUND AND DISCUSSION
The City received a request from the Urban Growth Boundary (UGB)
Steering Committee to co- sponsor a UGB workshop. The UGB Steering
Committee's strategy for implementing an UGB Education Program is
to convene a series of educational and informational workshops
throughout the County to educate the public regarding the various
Save Open Space and Agricultural Resources (SOAR) initiatives and
County Measure A. The UGB Steering Committee, assisted by the
League of Women Voters will arrange these workshops. By requesting
co- sponsorship by each City, the intent is that the City would
waive the cost of the room rental and designate a staff person to
coordinate implementation of the UGB Education Program.
STAFF RECOMMENDATION
Approve City co- sponsorship of a UGB informational workshop to
be held at the Moorpark Community Center, and designate the
Director of Community Development as the staff support person
for the UGB Education Program.

Dear Mr. Kueny:
The purpose of this letter is to request the assistance of the City of Moorpark in
implementing an Urban Growth Boundary (UGB) Education /Information Program. The
undersigned members of the UGB Educational Steering Committee formally invite the City
to co- sponsor a UGB information workshop.
On July 13, 1999, the Board of Supervisors approved several options for the Board -
appointed Measure A Committee (comprised of Supervisors Frank Schillo and John Flynn).
One of the options included an:
• Urban Growth Boundary Education Program — Working with a steering committee that
includes the League of Women Voters (LWV) and the Sustainability Council, develop
an informational program about Measure A and SOAR - related growth issues including
UGBs, spheres of influence (SOls), areas of interest, city urban restriction boundaries
(CURBs), etc.
The UGB Steering Committee met recently and agreed on a general strategy for
implementing the UGB Education Program. The key, implementation element is to convene
a series of educational and informational workshops throughout the County. In order to
accomplish this objective, the Steering Committee proposes that each city in Ventura
County co- sponsor a workshop that would be oriented to growth - related issues of interest
to local officials and residents. In addition, the Steering Committee is asking each city to
identify local organizations within the city that may be willing to assist with, and perhaps
actually co- sponsor a workshop.
The Steering Committee feels that a series of informational workshops are important for
three reasons:
1. There seems to be considerable confusion about how, when and where the SOAR
measures have application to future development projects.
2. Although the approval of the SOAR measures seemed to provide closure on several
urban growth and open space issues, many questions remain concerning how and
where future population and economic growth will be accommodated within the County
and how to keep the agricultural industry viable for the long term.
3. The voting public assumed important responsibilities when they approved the
countywide SOAR initiative and the six citywide SOAR initiatives. Voters now have a

direct voice in determining the use of agricultural, open space and rural designated
lands. Therefore, the need for voters to have a comprehensive understanding of
UGBs, SOls, areas of interest, CURBs and other land use issues, is a vital necessity.
We envision that the UGB Steering Committee will be active for approximately twelve
months and will require staff support to conduct its work. We are requesting that all cities,
including Moorpark, contribute staff support to this important program, whether it is yourself
or someone to whom you wish to delegate the matter. The City's staff would join staff
contributed by other Ventura County jurisdictions in a collaborative effort to provide staff
support for the UGB education /information workshops.
Please contact Melody Rafelson of Supervisor Schillo's office at 373 -2564 and indicate if
Moorpark wishes to participate in this educational program and if any Moorpark area
organizations are willing to partner with the City in co- sponsoring a local workshop. If the
City is willing to co- sponsor a workshop, also please signify who will serve as the City's
contact with County staff.
