Consider Resolution No. 99 -_ Establishing a
Hardship Assistance Program for Mobilehome
Tenants for Calendar Year 2000.
BACKGROUND: The City Council amended its Mobilehome Rent
Stabilization ordinance to provide that the City may
establish by resolution a hardship assistance program for
tenants in mobilehome parks located within the City of
Moorpark. The assistance would be to partially or totally
cover the proposed increase in the monthly rent charged by
the mobilehome park owner.
DISCUSSION: On June 2, 1999 the City Council adopted
Ordinance No. 254 which amended the City's Mobilehome Rent
Stabilization ordinance to provide that the City may
establish a program of hardship assistance payments for
tenants that meet Federal Section 8 housing eligibility
criteria. The resolution is to establish the procedures
for receipt and review of applications for such a program.
Villa del Arroyo Mobilehome Park is planning an increase of
2.3% in the rent amount effective January 1, 2000. If the
City were to establish an assistance program, applications
would be required from tenants by November 15, 1999 in
order to process them prior to January 1.
The proposed Resolution would establish a hardship
assistance program for the year 2000 only, this would cover
Villa del Arroyo tenants and would cover the first part of
any increase that may be proposed by the Moorpark
Mobilehome Park in July. In accordance with Ordinance No.

254, the resolution establishes procedures for applications
submittal, review and approval. It is proposed that the
same form, types of information, and review by the Council
Budget and Finance Committee be used as had been used by
the City in the past. A copy of the proposed application
form is attached. After the number and amounts of the
hardship assistance is determined, a budget amendment
resolution will be prepared. Payment would be from the
City's Housing Fund for the Villa del Arroyo Mobilehome
Park and from the Redevelopment Agency Housing Fund for the
Moorpark Mobilehome Park.
The program is proposed for one year only since the
proposed sale of the Villa del Arroyo property would negate
further City involvement with such a program. It would
also allow the City Council to reconsider the program for
the other park if it so desires.
RECOMMENDATION: It is recommended that the City Council
adopt Resolution No. 99 -- establishing a hardship
assistance program for mobilehome tenants for calendar year
2000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING A HARDSHIP
ASSISTANCE PROGRAM FOR MOBILEHOME TENANTS FOR
CALENDAR YEAR 2000
WHEREAS, Ordinance No. 254 adopted June 2, 1999 provides
that the City Council may establish by resolution a
Hardship Assistance Program for providing hardship
financial assistance to tenants of mobilehome parks within
the city; and
WHEREAS, such resolution is to establish procedures for
receipt and review of applications for such program; and
WHEREAS, the City Council desires to establish such
assistance program for calendar year 2000 only,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A Hardship Assistance Program is herewith
established for tenants of mobilehome parks located within
the City of Moorpark for the calendar year 2000 only.
SECTION 2. Tenants shall make applications for the
assistance program on forms provided by the City. Said
application shall include information regarding current
income and housing expenses as shall be necessary for the
City to determine that the Tenants meet Section 8 Housing
income requirements. The application shall also require
copies of income tax forms, utility bills, rent and
mortgage payments, and such other information deemed
necessary by City staff to determine eligibility.
SECTION 3. All applications shall be submitted to the
City no later than forty -five (45) calendar days prior to
the effective date of the rent increase.
SECTION 4. City staff shall review all materials
presented, and may require additional information to be
provided, to make a determination of eligibility using
Section 8 standards.

hardship assistance and the amount of assistance for each
tenant within five (5) days of the committee's decision.
SECTION 7. Following the determination on the hardship
assistance payments, a resolution amending the operating
budget to appropriate the required funds shall be presented
to the City Council for action.
SECTION 8. The Finance Director shall be responsible
for making the required assistance payments to the
mobilehome owner on a monthly basis.

INSTRUCTIONS AND CERTIFICATION
In accordance with the City of Moorpark Municipal Code chapter 5.52 (Section 5.52.140) the
following application is provided as the tenant statement of a financial hardship related to the
proposed space rent adjustment.
1. Instructions
A. All blanks must be completed. If not applicable please indicate by "N /A ".
B. Copies of the two most recent Federal Income Tax Returns and all other
documentation tenant feels relevant to establishing the hardship must be attached
to the application form.
C. Submit the application and supporting documentation to either the park office or
the Walnut office at 725 Brea Canyon Road #6, Walnut, CA 91789.
2. Certification
A. The undersigned acknowledges the financial provision of the municipal code
applies only to the parties whose signature appears at the bottom of this
certificate. This agreement is not transferable to a third party.
B. The undersigned agrees to submit to management a statement within fifteen (15)
days after any material change in the undersigned's financial condition.
