Reynolds Jr., Administrative Serv' Manager DATE: October 14, 1999 (CC Meeting of October 20, 1999) SUBJECT: Status of the City's Year 2000 Preparedness As described to the Council in September at its meeting of September 15, 1999, the County -wide focus for preparedness related to change of date to the Year 2000 is shifting from mechanical difficulties, to one of civil unrest. The City has developed plans for both. The City's current plans include testing the EOC operations and the draft emergency plan in early December, 1999. This will include the exercise of setting up the EOC, testing communications, and assuring that staff is familiar with the necessary activities in the event of a significant emergency. On December 30, 1999, the City plan includes setting up the EOC to have it ready for a quick response if needed at the beginning of the New Year (offices are closed in recognition of the holiday December 31, 1999). A survey of other cities in the State (which also contract for police services) indicates that few are staffing their EOC, but that a staff person has been assigned to answer phones at about 11:00 P.M. December 31, and for as long as needed on January 1. This approach is being planned in Moorpark as well, and it has been determined that the person assigned would be an employee of the City due to the high level of responsibility assigned, and the complexity of making referrals to other government agencies in the region. The City's phone message at 529 -6864 will include reference to the EOC number. The EOC number will also be published on the Channel 10, the City's homepage, and with press releases. The staff person in the EOC would then be able to 000056 October 14, 1999 Year 2000 Emergency Preparedness Status refer calls to agencies or the police if needed, and would have access to emergency numbers of City management, the School District, College, utility companies, County Sheriff and the Fire Protection District. Being in constant contact with the Sheriff will place the City in a position to move into a full -scale response if necessary. City management staff will be assigned to respond to the EOC within an hour of receiving a call, to quickly elevate its readiness. The County, consistent with most other counties in the State, will be operating at Level 1, beginning at 6:00 AM, December 31. Level 1 provides staffing at the minimum level to include an Interagency Coordinator, an EOC Director, a Public Information Officer, and a Plans Unit Director, with some support staff. At shift change, (6:00 P.M.), the EOC can be expanded to a Level 2 state of readiness. The East Valley Sheriff Station will be activated with minimal staffing as a Disaster Operation Center of the Ventura based EOC. In surrounding cities, staff has learned that with the exception of the City of Oxnard, most are planning to be at the County's state of readiness, or at a more relaxed level. Oxnard will be doubling their staffing levels for police and fire. The City of Simi Valley is not certain whether or not its EOC will be opened, but it will be set- up. In Santa Paula, the EOC will be set -up but not open. Thousand Oaks will have a staff person answering phone calls, and their EOC will be set -up at East Valley, but not otherwise staffed by the City. The State OES will be opened a few days before December 31, 1999, in a minimal Level 2 capacity. This will provide minimum staffing at all divisions of the SEMS plan including; Plans, Operations, Logistics, and Management. The state will be in direct contact with resources located on the East Coast and internationally. A complete status of the City's draft Multi- Functional Hazard Plan, ( "emergency plan ") was provided to Council under separate cover. In summary, the Plan will be reviewed together by the City Manager, Assistant City Manager and Administrative Services Manager following input received from the departments which is due October 15, 1999. Near the end of October, the revisions will be made as needed, the maps being provided by the County Fire 2 00005`i October 14, 1999 Year 2000 Emergency Preparedness Status Protection District will be incorporated into the plan, and it will be sent to the State Office of Emergency Services for review. Currently, the State requires five weeks to review the plan. STAFF RECOMMENDATION Receive and file this report. 3 000056
