SUBJECT: Consider Rebate of Business Registration Fee for
Businesses Approved for the Business Emergency Loan
Program.
Background
Since March 1998, Spring Road Bridge has been closed north of Peach
Hill Road as a result of the Spring Road Bridge reconstruction.
The City Council has acted to assist businesses in the shopping
centers negatively impacted by the street closure.
Discussion
At its October 6, 1999 meeting, the City Council approved the
creation of the Business Loan Program to assist businesses at the
Gateway Plaza and Moorpark Plaza shopping centers. During the
discussion regarding the program, the possibility of rebating the
Business Registration fees was raised. It was suggested that some
consideration be given to waiving or rebating the Business
Registration fee of $30 for one year. The Council should limit any
fee waiver or rebate to those businesses that demonstrate a
hardship as evidenced by approval of a loan under this program.
Recommendation
That the City Council approve a one time rebate of the Business
Registration fee for businesses approved to receive loans through
the Business Emergency Loan program.
