SUBJECT: Consider Use of the Citywide Traffic Mitigation Fee to
Fund Efforts to Prohibit Truck Traffic on Los Angeles
Avenue [SR 1181 West of the Freeway.
OVERVIEW
At the December 1 City Council meeting staff was asked to
investigate the feasibility of establishing a new Area of
Contribution (AOC) to fund City efforts to prohibit truck traffic
on Los Angeles Avenue and New Los Angeles Avenue [Route 1181
through the City. This report discusses the possible use of the
Citywide Traffic Mitigation Fee as the funding source for those
efforts.

A. New AOC
It is the view of staff that the establishment of a new AOC to
address truck related traffic problems would be difficult to
implement and would have limited potential for raising the
amount of funding required to effectively deal with the
problems caused by truck traffic on this corridor. Discussed
below are the merits of using an alternative funding source.
B. Citywide Traffic Mitigation Fee
1. Purpose: The purpose of the Citywide Traffic Mitigation Fee
is to implement projects and programs designed to mitigate
traffic congestion and related problems on the major
arterial and collector streets throughout the City. Since

Element, the use of the Citywide Traffic Mitigation Fee has
been focused on efforts related to construction of a Route
118 Bypass which is identified in the Circulation element as
the SR118 six lane arterial.
2. Project Compliance: The removal of all or a significant
number of trucks from the Los Angeles Avenue corridor would
reduce congestion, improve traffic safety and implement the
objectives of the Citywide Traffic Mitigation Fee.
3. Current Fund Balance: The current fund balance in the
Citywide Traffic Mitigation Fund is $1,286,026.
4. Projected Future Revenues: A summary calculation of future
anticipated revenues (in 1999 dollars) to this fund is as
follows:

RECOMMENDATIONS
