Gilbert, Director of Public Works December 10, 1999 (Council Meeting 1 -5 -00) Subject: Consider Report on Los Angeles Avenue Widening Efforts (IVF.RI7T F W Per request from the City Council, this report has been prepared summarizing the various projects related to the widening and /or improvement of the Los Angeles Avenue / New Los Angeles Avenue corridor. • Six Lanes: When completed, many of the projects listed herein will allow for the re- striping of the highway to provide for three lanes of traffic in each direction. • Capacity /Congestion Relief: Certain other projects listed below provide other improvements designed to increase capacity and /or reduce congestion. In addition to the above, projects related to the proposed improvement of Los Angeles Avenue east of High Street are listed in Section D below. DISCUSSION B. City Projects 1. New Los Angeles Avenue Bridge Widening [ #8014] • Scope: Widening of the bridge (south side only) to accommodate six lanes of traffic, plus a painted median and sidewalks. • Funding: L A AOC Fund. • Status: Seeking design approval from Caltrans. Plan to go out to bid in January 2000 with construction scheduled to be completed by Fall of 2000. L A Corridor 000292 Los Angeles Avenue Corridor Street Widening Projects December 10, 1999 Page 2 2. Old Caltrans Yard [ #8006] • Scope: The construction of street widening on the south side of the Los Angeles Avenue just east of Liberty Bell Road, at the Old Caltrans Maintenance Yard. • Funding: L A Ave. AOC Fund • Status: A consultant has been retained to prepare a design for this street widening project. Staff is working with Caltrans to obtain approval of a permit to allow the City to construct this project prior to Caltrans conveying the street right -of -way to itself. The goal is to have this project constructed in the Spring of 2000. 3. L. A. Avenue Widening (Spring Rd. to Moorpark Ave.) [ #8013] • Scope: Widening of Los Angeles Avenue between Spring Road and Moorpark Avenue to accommodate six lanes of traffic, plus painted median and sidewalks. • Tasks: This project requires the following steps: 1. Development of a Conceptual Alignment and Right -of -way Needs Study; 2. Approval of the Final Alignment and Right -of -Way requirements; 3. Preparation of, and Caltrans approval of, a Project Study Report (PSR); 4. Preparation of, and Caltrans approval of, a final Project Report (PR); S. Authorization to proceed with acquisition of street right-of-way; 6. Acquisition of required right -of -way and conveyance of same to Caltrans; 7. Relocation of utilities (poles) as and if required; 8. Prepare project improvement plans and specs; 9. Approval of Cooperative Agreements (design and construction) with Caltrans; and 10.Construction of the project. • Funding: L A Ave. AOC Fund • Status: Staff has been working on the development of an RFP to retain a consultant to prepare the required Conceptual Alignment and Right -of -Way Needs Study. 4. Maureen Lane Traffic Signal: • Scope: It will be necessary for the City to construct a traffic signal at the intersection of Los Angeles Avenue and Maureen Lane. • Warrant Study: Requires a Warrant Study to confirm that a signal is justified at this location. • Funding: Developer fees and the L A Ave AOC fund. • Status: The schedule has not been established. L A Corridor 000293 Los Angeles Avenue Corridor Street Widening Projects December 10, 1999 Page 3 5. Los Angeles Ave. Widening: E/O Maureen to Beltramo [ #8003]: Scope: The acquisition of right -of -way and construction of street widening to provide full width (102' curb -to- curb) improvements. This project will complete all required street widening between the proposed Pacific Communities development at Liberty Bell Road and the existing street improvements just east of Tierra Rejada Road. • Funding: L. A. Ave. AOC with partial funding by a Federal CMAQ grant in the amount of $300,000. • Right -of -Way Acquisition: In addition to design efforts, it will also be necessary to secure the services of a consultant to assist in the required right -of -way acquisition efforts. • Status: Staff has been working on the development of an RFP to retain a' consultant to prepare the street improvement plans. 6. Los Angeles Avenue / Tierra Rejada Road Traffic Signal Interconnect System [ #8004] • Scope: The construction of a "hard- wire" interconnect system to coordinate the traffic signal controllers along the Los Angeles Avenue / New Los Angeles Avenue corridor. The project will also include the installation of a like system on Tierra Rejada Road. • Funding: That portion of the work on Los Angeles Avenue will be funded by the L. A. Ave. AOC with partial funding from a portion of a $670,000 Federal CMAQ grant. • Status: Staff has been working on the development of an RFP to retain a consultant to prepare the project design. B. Land Development Projects 1. Archstone \ (RPD97 -1): The developer will be required to construct street improvements on the south side of the street, to widen the street to its full width, from Moorpark Avenue westerly to the existing improvements just east of Park Lane. The developer will also have to implement mitigation measures to address an anticipated deterioration of the Level of Service (LOS) at the intersection of Los Angeles Avenue and Moorpark Avenue. Those measures could include the lengthening of the westbound left turn lane. The schedule for this work has not yet been determined. Pacific Communities (RPD 96 -1, 96 -2): The developer will be required to construct street improvements on the south side of the street to widen the street to its full width between Liberty Bell Road and a point just east of Maureen Lane. Lane. The schedule for this work has not yet been determined. 3. Shasta Traffic Signal: Pacific Communities will also be required to construct a new traffic signal at the intersection of Los Angeles Avenue and Shasta Avenue. 4. Double Left -Turn Lane for Westbound Traffic at Los Angeles Avenue and Tierra Rejada Road: The developer of the Von's Shopping Center is required (via Conditions of Approval) to modify the intersection to allow for a double -left turn lane for west -to -south left -turn traffic. All costs are to be borne by the Developer. A bond is on file with the City guaranteeing this work. The implementation schedule has not been determined. C. Caltrans Projects 1. Moorpark Avenue Left -Turn Lane: Caltrans has agreed to re- stripe Los Angeles Avenue. There is no change to the status of this project. Caltrans has approved the City's request and has programmed a Caltrans project to lengthen the westbound left -turn lane at the intersection of Los Angeles Avenue and Moorpark Avenue. This change will result in the elimination of the eastbound left -turn lane at Flory Avenue and the prohibition of that turning movement. This work is expected to be completed within two to three months. D. Los Angeles Avenue East of High Street I. L. A. Avenue East Widening Pro j • Scope: The realignment an provide two travel lanes, eight feet (8') of pavement each side of the street for ect [ #8012] d widening of the street to a center painted median and outside of the sidelines on pedestrians and bicycles. • Alignment: The alignment of the new roadway has been approved by the City Council. • Right -of -way: The project will require acquisition of additional street right -of -way and wall easements from a number of properties. The right -of -way corridor will be eight -eight feet (881) wide, and amount sufficient to allow for the future widening of the street to four lanes should the need arise. The walls will be concrete block with landscaping incorporated into the wall. • Funding: This project will be funded by the Los Angeles Avenue AOC Fund. The estimated project costs is $4,000,000. • Status: The Engineering Division is working to have a Record of Survey recorded which is required in order to prepare the legal descriptions for the deeds for the rights -of -way required. It is anticipated that this document will be recorded within the next two months and the Deeds will be ready soon thereafter. 2. L. A. Rehab Project ( #8025] • Scope: This focus of this project will be the construction of an asphalt overlay on Los Angeles Avenue east and west of the above described widening project. The project will also include some asphalt patching within the L. A East Widening area. • Drain Project: The City has retained a consultant to prepare a design for the construction of a drain pipe to remedy the flooding problem which occurs on the south side of the street near the concrete batch plant. It is anticipated that this project will be constructed as soon as the street is relinquished to the City. • Funding: This project will be funded by a portion of the monies received from Caltrans for the relinquishment of the highway. Those revenues and expenses will be placed in the L A AOC Fund. • Status: The Engineering Division is working on a design for the asphalt overlay project.
