MINUTES OF THE JOINT MEETING OF THE
CITY COUNCIL AND LIBRARY BOARD
Moorpark, California April 11, 2018
A Special Joint Meeting of the Moorpark City Council and Library Board was held on
Wednesday, April 11, 2018, at 7:00 p.m. at the Moorpark Community Center located at
799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the City Council to order at 7:38 p.m.
President McGregor called the Library Board to order at 7:38 p.m.
2. THE PLEDGE OF ALLEGIANCE:
President McGregor led the Pledge of Allegiance.
3. ROLL CALL:
Library Board: Board Members Goble, Landry, Rios, and
President McGregor.
Absent: Board Member Sunseri.
City Council: Councilmembers Mikos, Pollock, Simons, Van
Dam, and Mayor Parvin.
Staff Present: Troy Brown, City Manager; Deborah
Traffenstedt, Assistant City Manager; Jeremy
Laurentowski, Parks and Recreation Director;
Jessica Sandifer, Community Services
Manager; and Maureen Benson, City Clerk.
4. PUBLIC COMMENT:
None.

5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
A. Consider Status Report on Mission Statement, Priorities, Goals and
Objectives for Fiscal Years 2017/2018 and 2018/2019. Staff
Recommendation: Direct staff as deemed appropriate.
Mr. Brown gave a brief oral report.
There were no speakers.
The Council and Board discussed: 1) Need for clarification on the roles
and responsibilities of the Library Board Members as ambassadors for the
new library project, who will interface with the community to raise support;
2) Positive impressions of the experience and talents of Linda Demmers,
the new library consultant; 3) Oversight of the project by an ad hoc
committee and possible participation by City Council and Library Board
members at certain milestones; 4) Consider several phases of
development of the library with opportunities to gain the Board’s input on
design and layout of the facility and concurrently review policies in regard
to new programs to be offered; 5) Approval authority lies with the City
Council; 6) Coordinating efforts with the Friends of the Library for raising
funds for the interior of the Library; 7) Gathering input from the Planning
Commission, Parks and Recreation Commission and Arts Commission; 8)
Reaching out to the Camarillo Library to find out how they formed a
foundation to organize the fund raising for specifically determined areas of
the library and specific items; 9) Online Library survey is forthcoming to
allow the public to make their desires known; 10) Board Members Landry
and Rios reported on visiting the Cerritos Library to see what it had to
offer; 11) Keeping the public informed of the progress for the new library
on social media; and 12) Downtown Specific Plan provides some
guidelines for the development in this location.
On behalf of the City Council, Mayor Parvin thanked the Library Board for
all they do for the community.

6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and President McGregor
adjourned the Library Board meeting at 8:15 p.m.
