BACKGROUND Each year the City Council is asked to approve a resolution authorizing the City Manager to submit a claim for the City's Transportation Development Act (TDA) funds. The City is required to file this claim annually in order to receive the funds. TDA revenue is generated from a 1-40 sales tax that must first be spent on transit projects. After meeting any "unmet transit needs that could be reasonably met using TDA funds," the remaining local TDA funds may be used for streets and road improvement related projects. The funds are apportioned to the ten Cities and the County using a formula based on population. The City's estimated FY 1999/2000 TDA allocation is $834,247. These funds are included in the City's 1999/2000 adopted budget. This is the funding source for the City's transit system, including the subsidized taxi service for persons with disabilities. Moorpark Metrolink station expenses and transit planning staff costs are also paid for with TDA revenue. Capital costs, such as buses, are often funded with federal grants. Usually only the local matching funds, typically twenty percent, come from TDA. Unspent TDA funds are carried -over from year -to -year within the TDA fund. The carry over from last year is used to reduce the amount of transit funds needed in the current year. After transit expenses are met, the remainder is available for streets and roads. In order to qualify for funding, transit projects must recover a set percentage of their expenses from the actual fares paid by the riders. No additional budget action is required. RECONMNDATION (ROLL CALL VOTE) Adopt Resolution No. 2000- 1 authorizing the FY 1999/2000 Transportation Development Act claim for the City of Moorpark, authorizing the City Manager to sign the claim for submittal to the Ventura County Transportation Commission. 0009249 TDA Staff Report 99 -2000 RESOLUTION NO. 2000- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING THE FILING OF A CLAIM FOR FISCAL YEAR 1999/2000 TRANSPORTATION DEVELOPMENT ACT FUNDS. WHEREAS, the Transportation Development Act (TDA), as amended (Public Utilities Code Section 99200 et seq.), provides for the allocation of funds from the Local Transportation Fund and the State Transit Assistance Fund, for use by eligible claimants for various transportation purposes; and WHEREAS, pursuant to the provisions of the TDA, as amended, and pursuant to the applicable rules and regulations thereunder (Cal. Code of Regulations Sections 6600 et seq.), a prospective claimant wishing to receive an allocation from the Local Transportation Fund or the State Transit Assistance Fund shall file its claim with the Ventura County Transportation Commission; and WHEREAS, the City has a need for these funds for both transit and street purposes in 1999/2000; and WHEREAS, the City is eligible for an estimated amount of $653,201 in Transportation Development Act Funds, Article 8 monies for Fiscal Year 1999/2000; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City designee is 1999/2000 TDA as follows: IN 2. authorized to execute Claim in the amount of Manager and or his and file the City's $834,247, broken down $662,927 - Local Transportation Funds Article 8a (Streets and Roads) $171,320 - Local Transportation Funds Article 8c (Transit) BE IT FURTHER RESOLVED THAT a copy of this resolution be transmitted to the Ventura County Transportation Commission. 000260 Reso 2000 -0000 TDA Claim Page 2 SECTION 2. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original Resolutions.
