AGENDA REPORT jAod -! qh
BY: -
TO: Honorable City Council
FROM: John E. Nowak, Assistant City Manager
DATE: 20 January 2000 (Council Meeting of 02- 02 -00)
SUBJECT: Consider Resolution No. 2000 - Establishing a
Hardship Assistance Program for Mobilehome
Tenants and Rescinding Resolution Nos. 99 -1669
and 99 -1680.
BACKGROUND: The City Council adopted resolutions
establishing a hardship assistance program for mobilehome
tenants pursuant to Ordinance No. 254. The Budget and
Finance Committee has recommended• that the program be
amended to allow for staff review and approval of
assistance requests under certain conditions.
DISCUSSION: On October 20, 1999 the City Council adopted
Resolution No. 99 -1669 establishing a hardship assistance
program for mobilehome tenants. On December 1, 1999 the
Council adopted Resolution No. 99 -1680 amending the program
to allow for consideration of late applications. Following
the Budget and Finance Committee's hearings on the
assistance applications in December 1999, the Committee
recommended that the Council consider amending the program
to allow for staff review and approval of certain
applications.
The proposed Resolution presented for Council's
consideration would authorize the City Manager to review
and approve applications where the tenant spends thirty -
five percent (35 %) or more of their gross annual income on
housing costs. Tenants spending less than 35% would have
their applications reviewed and acted upon by the Budget
and Finance Committee. This program continues to be in

effect for calendar year 2000 only. The Resolution also
