Gilbert, Director of Public Works DATE: January 21, 2000 (Council Meeting 2 -2 -00) SUBJECT: Consider Resolution No. 2000- Amending the FY 1999/2000 Budget by Reducing the Total Appropriation and Budget for Project 8021 [Spring Road Rehabilitation Project] and Changing the Funding Source for Said Project From the Spring Road / Tierra Rejada Road AOC Fund [Fund 25021 to the Los Angeles Avenue AOC [Fund 2501] DISCUSSION A. Background and Overview The Budget for FY 1999/00 includes funding for the subject project (reference Project 8021). The funding source identified in the budget for this project is incorrect. The purpose of this report and attached Resolution is to revise the funding source to be compatible with certain funding source restrictions. The recommended action also reduces the amount of the appropriation to reflect the revised initial revenues anticipated for this project. B. Project Description Project 8021 - the Spring Road Rehabilitation Project - provides for the rehabilitation of the pavement, sidewalk and other street improvements along Spring Road between New Los Angeles Avenue and High Street. These improvements are to be undertaken by the City pursuant to the terms of the Relinquishment Agreement between the City and Caltrans. That Agreement provides for an advance payment to the City from Caltrans in the amount of $530,000. The Agreement also stipulates that the total costs to be funded by Caltrans shall not exceed $750,000. Construction is anticipated to occur in the Summer of 2000. C. Revised Funding Source The subject project is currently funded by Fund 2502, the Spring Road / Tierra Rejada Road AOC Fund. Expenses to that fund are restricted to transportation improvement projects located at or south of the Arroyo Simi. It is proposed that the funding source be changed to the Los Angeles Avenue AOC Fund and that the Caltrans revenues and project expenses be directed to that fund. D. Revised Amount The current amount of the budget is $545,000. It is recommended that the amount of the Budget be reduced to $530,000, which is the amount of the advance payment expected to be paid by Caltrans in the very near future. Attachments: Resolution Spg_rehab_bgt_00_01 000210 RESOLUTION NO. 2000 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 1999/2000 BUDGET BY REDUCING THE TOTAL APPROPRIATION AND BUDGET FOR PROJECT 8021 [SPRING ROAD REHABILITATION PROJECT] AND CHANGING THE FUNDING SOURCE FOR SAID PROJECT FROM THE SPRING ROAD / TIERRA REJADA ROAD AOC FUND [FUND 25021 TO THE LOS ANGELES AVENUE AOC [FUND 25011 WHEREAS, on June 23, 1999, the City Council adopted the Budget for Fiscal Year 1999/00; and WHEREAS, a staff report has been presented to the City Council requesting a budget decrease in the aggregate amount of $(15,000) ; and WHEREAS, Exhibit "A," attached hereto and made a part hereof, describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a Budget amendment is hereby approved to change the total amount of the appropriation and Budget for Project 8021 and changing the funding source for said project, as more particularly described in Exhibit "A" attached hereto and made a part hereof. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
