SUBJECT: Consider Traffic Controls Related to a Project by the
Calleguas Municipal Water District to Construct the Las
Posas Feeder No 3 Water Main Along Los Angeles Avenue
OVERVIEW
Representatives of the Calleguas Municipal Water District
(Calleguas) have asked to give a presentation to the City Council
regarding their plans to construct the subject project. The aspect
of the project of most concern to the City are the traffic impacts
attendant to the project and the mitigation measures being
considered in that regard. Attached as Exhibit 1 is a letter and
certain supporting information pertaining to the subject
construction project.

A. Protect Description
Plans for the construction of Las Posas Feeder No. 3 call for
the construction of a 72" diameter water main to extend from
certain existing Calleguas facilities located southeast of the
Spring Road bridge, northerly along the west side of Spring
Road to Los Angeles Avenue, westerly along Los Angeles Avenue
to Grimes Canyon Road, and then northerly to certain water
storage injection /extraction wells located west of Grimes
Canyon Road.
The alignment of the pipeline between Spring Road and Butter
Creek Road is generally described as follows:
• Spring Road to Moorpark Avenue: at the current location of
the No. 1 westbound travel lane;
• Moorpark Avenue to a Point West of Butter Creek Road:
generally at or near the center median.

Immediately west of Butter Creek Road the pipe line is to be
placed in an easement located on the south side of the highway
and south of the existing eucalyptus trees. Those trees are to
be left undisturbed. West of the trees the pipeline is to be
placed in an easement along the south side of the highway.
B. Caltrans Approval
As you know, the work along Los Angeles Avenue is within
Caltrans right -of -way. Calleguas has been meeting with
Caltrans to discuss the traffic impacts of the project. To
further those efforts, Calleguas had a Traffic Study prepared
to analyze those impacts and provide information necessary to
develop the most optimum Traffic Control plan possible.
Caltrans has looked at materials provided by Calleguas and
have asked that the City review these proposals and provide
its recommendations.
C. Traffic Impacts and Mitigations
The nature of the construction work will require traffic to be
restricted to one lane in each direction at the location of
the pipeline work and at the approaches to the work area. As
the location of the construction activities moves along the
highway, the location of the lane closures will move also.
It is anticipated that the pipeline to be constructed between
Spring Road and Butter Creek Road will require approximately
five (5) months to complete. It is the goal of Calleguas to
start construction within two to three months.
With regard to traffic problems and mitigations, a number of
options have been discussed, including the following:
1. Night Work: limiting all construction activities to night
time hours;
2. Daytime Work: daytime construction with normal working
hours [7:00 am to 7:00 pm]; and
3. Non -Peak Hour Construction: limiting construction to the
hours of 9:00 am to 3:00 pm.
It is the view of staff that the noise and lights attendant to
night time work should be avoided. It is also the view of
staff that restricting traffic to one lane in each direction
during rush hours should also be avoided. It is recommended,
therefore, that the work be restricted to the hours of 9:00 am
to 3:00 pm.

D. Traffic Signal Interconnect Project
In order to avoid another future excavation project along Los
Angeles Avenue, a portion of the conduits required for the
City's future traffic signal interconnect project along Los
Angeles Avenue could be designed and constructed as a part of
the Calleguas water line project. [Note: the conduits required
to be installed east of Spring Road would be constructed
later.] Staff is working with Calleguas and their design
consultant on the scope of work and costs for this effort. If
deemed practical, a Cooperative Agreement between Calleguas and
the City will be prepared documenting the required work and
costs to be funded by the City. It should be noted that these
costs would not be eligible to be funded by the Federal CMAQ
grant funding the project. Said grant would then cover only the
remaining work to be designed and constructed.

Subject: Presentation to Moorpark City Council Updating Las Posas Basin Aquifer Storage
& Recovery Project and 72" Waterline Alignment
Dear Mr. Gilbert,
You may recall that Calleguas Municipal Water District (the District) delivered a presentation to
the Moorpark City Council last April, which described the Las Posas Basin Aquifer Storage and
Recovery (LPBASR) project and associated pipeline routes. The primary purpose of this project
is to provide over 100,000 acre -feet (33 billion gallons) of essential water storage capacity for
eastern and southern Ventura County. The stored water will be used to mitigate the impacts of
drought or emergency (such as an earthquake) to residents of Moorpark and other areas. The
LPBASR project stores groundwater in the Lower Aquifer System of the Las Posas Groundwater
Basin (an area generally centered on Grimes Canyon Road). In order to deliver water to the
groundwater basin and to deliver extracted water to areas where it will be needed, it is necessary
to install a single 72" waterline from a location just south of the new Spring Road Bridge to the
southernmost point of Grimes Canyon Road.
In the months since the general pipeline routing along Los Angeles Avenue was presented to the
Moorpark City Council, the optimal alignment has been established with a goal of minimizing
the impact of construction on motorists traveling through Moorpark. The measures taken to
accomplish this goal include a detailed traffic study, tunneling at a major intersection,
acquisition of private right -of -way where feasible, and possible interagency coordination for
installation of other proposed utilities. A map showing the pipeline alignment is enclosed for
reference, and each of the traffic mitigation measures is described in detail below.
1. Traffic Study. After discussing the proposed alignment with Moorpark city staff and
Caltrans staff, the District authorized the design engineer to spend $30,000 for a traffic
analysis and for development of detailed traffic control plans. Utilizing a traffic analysis
program (SYNCHRO) and traffic volume information provided by Caltrans, the traffic
engineer calculated an existing travel time of eight minutes from Butter Creek Road to
Spring Street. The next step was to calculate construction effects on travel times. In order to
minimize these impacts, the contract specifications will allow the contractor no more than

500 feet of contiguous work area for his daily operations. Reviewing the different impacts
based on daytime versus nighttime operations, it was determined that daytime construction
with 2 travel lanes (1 in each direction), provided for the shortest duration of mainline
installation (construction time decreased by 25 -65 %), and could result in no more than a
three minute increase in travel time.
2. Tunneling: Early in the pipeline route analysis, the District recognized that any attempt to
install the pipeline through the intersection of Moorpark Avenue and Los Angeles Avenue
using traditional open -cut excavation methods would be very disruptive to traffic through this
busy intersection. Therefore, the District elected to design a 263 -foot "jack and bore" at this
location in an effort to minimize the impact to traffic.
3. Private Easements: Along Los Angeles Avenue between Butter Creek Road and Grimes
Canyon Road, there is agricultural property south of paved roadway where the pipeline may
be routed without impacting existing structures. The District is in the process of purchasing
the necessary easements to allow for this reach of the pipeline to be constructed outside of
the paved roadway.
4. Interagency Coordination: There is potential for minimizing overall impacts to traffic and
saving public funds through coordination with proposed utilities. The District is aware that
the City is planning to install traffic signal conduits generally within our proposed project
area. District and City staffs have met to discuss a proposal to construct these utilities during
our construction contract within the area proposed for the District's communication ducts.
We are willing to enter into a cooperative agreement with the City to install these "dry"
conduits during one construction period so that City residents will be inconvenienced by only
one construction operation.
The District respectfully requests that the City Council concur with the proposed project scope
and requirements, and requests that the Council authorize City staff to execute any necessary
documents required by the District or Caltrans for construction of this pipeline.
