Nowak, Assistant City Manager 27 January 2000 (Council Meeting of 02- 16 -00) SUBJECT: Consider Letter of Promulgation Adopting Standardized Emergency Management System for the City of Moorpark. BACKGROUND: California law requires all local jurisdictions to prepare and adopt an emergency response plan following the format of the Standardized Emergency Management System. A plan has been prepared for the City of Moorpark and is ready for Council's adoption. DISCUSSION: California law requires all local jurisdictions to adopt an emergency response plan to cover multihazards. The State has also adopted a uniform response format to be used by those jurisdictions to promote and facilitate multi - jurisdictional responses to emergency situations. The uniform response approach is called the Standardized Emergency Management System (SEMS) and emergency response plans must follow the SEMS approach in order for a local jurisdiction to be eligible for financial reimbursement following an emergency. The City of Moorpark has updated its six -year old disaster plan over the past year to assure that it conforms to State law. Staff and public safety agencies have reviewed the document and produced a Plan for adoption. Council has been provided a copy of the Plan under separate cover and a public copy has been made available. To expedite the review process, staff has submitted the City's plan to the State for review and approval. The plan does not contain the Letter of Promulgation Meeting of 16 February 2000 Page 02 required maps at this time, which will be forwarded to the State when completed by the Fire District. In order for the SEMS Plan to be effective, the City Council is required to adopt the document through a Letter of Promulgation. The Letter is attached for Council's consideration. When adopted, the Letter will be forwarded to the State for inclusion in the Plan. STAFF RECOMMENDATION: Approve the Letter of Promulgation adopting the City of Moorpark's Standardized Emergency Management System Multihazard Functional Response Plan. Attached: Letter of Promulgation MOORPARK 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 Approved: 16 February 2000 LETTER OF PROMULGATION TO: OFFICIALS, EMPLOYEES AND CITIZENS OF THE CITY OF MOORPARK The preservation of life and property is an inherent responsibility of local, state and federal government. The City of Moorpark has prepared this Standardized Emergency Management System (SEMS) Multihazard Functional Plan to ensure the most effective and economical allocation of resources for the maximum benefit and protection of the civilian population in time of emergency. While no plan can prevent death and destruction, good plans carried out by knowledgeable and well trained personnel can and will minimize losses. This plan establishes the emergency organization, assigns tasks, specifies policies and general procedures, and provides for coordination of planning efforts of the various emergency staff and service elements utilizing the Standardized Emergency Management System (SEMS). The objective of this plan is to incorporate and coordinate all the facilities and personnel of the City into an efficient organization capable of responding to any emergency. This SEMS Multihazard Functional Plan is an extension of the California Emergency Plan. It will be reviewed and exercised periodically and revised as necessary to meet changing conditions. The City Council gives its full support to this plan and urges all officials, employees and citizens, individually and collectively, to do their share in the total emergency effort of the City of Moorpark.
