Gilbert, Director of Public Works f DATE: February 2, 2000 (Council Meeting 2- 16 -00) SUBJECT: Consider the Establishment of Parking Restrictions on Bonnie View Drive M T (1 TI(? D rV TATTI 1. Bonnie View Street intersects with and extends north of Charles Street, just east of Magnolia Street. 2. Bonnie View Street is a narrow street or alley, having a right - of -way width in some areas of only twenty feet (201). 3. At several locations traffic flow is restricted to one direction at a time, with opposing traffic yielding and waiting their turn to use the road. 4. Bonnie View Street has a comparatively steep slope, tight turns and poor visibility. 5. In spite of the narrowness, curves, slopes and visibility problems attendant to this street, there have been no parking restrictions established on Bonnie View Street. DISCUSSION The purpose of this report is to discuss the need or necessity of establishing parking restrictions on Bonnie View Street. 1. Due to the narrowness of the pavement, there are few areas, if any, where parking is possible on the pavement. 2. In a few locations there is an unpaved area adjacent to the pavement, which may or may not be within the street right -of- way, where vehicles park. It is likely that when there is an occasion which generates a need for overflow guest parking, vehicles park on the pavement impeding the flow of traffic 4. Vehicles parked on the pavement on Bonnie View Street, will or could impede or prevent access by emergency vehicles. 5. By adoption of a Resolution the City Council could direct that "NO PARKING ON PAVEMENT" signs could be posted along the entire length of Bonnie View Street. 6. Should the City Council wish to consider such an action, it is suggested that the affected property owners be notified of that intent and be invited to speak on the matter (if they wish) the evening the Resolution is to be considered. STAFF RECOMMENDATION Direct staff as deemed appropriate. No_prk_bonnie C/ r EVERETT ST., Q POR TRACT L R0.
