SUBJECT: Consider Resolution No. 2000- Amending the FY
1999/2000 Budget by Adding Project 8027 to Modify the
Moorpark Road / Tierra Rejada Road Traffic Signal
[Spring Road / Tierra Rejada Road AOC Fund (Fund 2502)]
DISCUSSION
A. Background
In 1996 the City installed a traffic signal at the
intersection of Moorpark Road and Tierra Rejada Road. At the
time the traffic signal was designed, it was known that the
County of Ventura was considering the construction of a
project which would possibly relocate Moorpark Road to
intersect Tierra Rejada Road at either Spring Road or Science
Drive. Accordingly, the design called for the construction of
a "temporary" signal which would be removed if Moorpark Road
was relocated, or upgraded if the Moorpark Road improvement
project did not move the intersection. The design for this
"temporary" signal utilized salvaged poles and mast arms which
the City had in storage from traffic signal installations
which were removed as a part of the freeway connector project.
The design for the operation of the traffic signal controller
calls for a permissive- restrictive phase for west -to -south
left turn traffic. As you may know, a permissive- restrictive
phase allows traffic to turn left on a GREEN BALL, when
traffic allows, after the left -turn GREEN ARROW no longer
shows.
B. Change
In order to improve the function and operation of the traffic
signal, it is recommended that the west -to -south left turn
phase be changed to a restrictive operation (left turns on

C. Scope of Work: Construction
The suggested modification of the traffic signal will require
work generally described as follows:
• removal and replacement of a 25' long mast arm with a 30'
long mast arm;
• removal of the five -lens [doghouse] head and installation of
two new heads;
• removal and replacement of the five -lens vertical head with
a new standard three -lens head;
• removal and replacement of certain signing; and
• re- wiring and reprogramming.
The estimated cost of construction is $13,000. The requested
budget amendment asks for $16,000, which includes a
contingency.
D. Cost Estimate
The estimated cost of this change is summarized as follows:
• Design: $ 3,685
• Construction: $16,000
• Inspection $ 1,315

E. County Share of Initial Construction and On -going Maintenance
The south leg of the subject intersection is a County road.
Accordingly, the County and the City entered into a
Cooperative Agreement for the construction and maintenance of
the traffic signal. Pursuant to that Agreement, one -third of
the cost of construction was paid by the County. In addition,
one -third of the annual maintenance cost is billed to and paid
by the County on an annual basis.
There are no provisions in the Construction /Maintenance
Cooperative Agreement regarding County participation in costs
for any future improvement and /or modification to the traffic
signal. Accordingly, unless otherwise directed, it is the
intent of staff to merely advise the County of the City's
intent to modify the traffic signal, and not request that the
County participate in those modification costs.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING THE FY
1999/2000 BUDGET BY ADDING PROJECT 8027 TO
MODIFY THE MOORPARK ROAD / TIERRA REJADA
TRAFFIC SIGNAL [SPRING ROAD / TIERRA REJADA
ROAD AOC FUND (FUND 2502)]
WHEREAS, on June 23, 1999, the City Council adopted the
Budget for Fiscal Year 1999/00; and
WHEREAS, a staff report has been presented to the City
Council requesting a budget decrease in the aggregate amount of
$ (21, 000) ; and
WHEREAS, Exhibit "A," attached hereto and made a part hereof,
describes said budget amendment and its resultant impacts to the
budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a Budget amendment is hereby approved to
allocate $21,000 from the Spring Road / Tierra Rejada Road AOC
Reserve Fund and appropriate said amount to the Moorpark Road /
Tierra Rejada Road signal modification project (Project 8027), as
more particularly described in Exhibit "A" attached hereto and
made a part hereof.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
