SUBJECT: Consider Support Of Assembly Bill 1744 (Longville)
To Extend The Time To Complete Revisions Of General
Plan Housing Elements From June 30, 2000 To
December 31, 2000.
BACKGROUND
Current housing element law requires cities and counties
within the Southern California Association of Governments
(SCAG) to complete revised housing elements by June 30, 2000.
DISCUSSION
SCAG Regional Council approved sponsorship of legislation
to extend the due date for housing elements from June 30,
2000 to December 31, 2000. Assembly Member John Longville
(D- Rialto) has agreed to author the bill (AB 1744) and
introduced the bill on January 11, 2000.
Member cities are being asked to communicate with Assembly
Member Longville and state legislators serving their area
to support adoption of the measure. The appropriate
communication would be by letter signed by the Mayor
expressing support.
STAFF RECOMMENDATION
Direct Staff to prepare a letter for the Mayor's signature
expressing City support to extend the date for completion of
Housing Element revisions to December 31, 2000, for
transmittal to Assembly Member Longville and Southern
California Association of Governments (SCAG).

818 West Seventh Street ( Longville), which provides for a six -month extension of the due date for
12th Floor completion of local housing element revisions. Should your City Council vote to
support AB 1744, a letter expressing that support should be sent to Assembly
Los Angeles, California Member Longville with copies to your State Senator, Assembly Member and

On December 2, 1999, the Southern California Association of Governments
(SCAG) Regional Council voted to have SCAG sponsor state legislation
providing for a six -month extension of the due date for local jurisdictions within
the SCAG region to complete their housing element revisions. Under existing
law, local governments within the SCAG region must complete revisions of their
general plan housing elements by June 30, 2000. Assembly Bill 1744 proposes
to extend the housing element revision completion date by six months, from
June 30, 2000 to December 31, 2000.
Assembly Member John Longville (D- Rialto) has graciously agreed to author the
measure and introduced Assembly Bill 1744 on January 11, 2000. As AB 1744
is an urgency measure, meaning that it becomes effective immediately upon
passage by the Legislature and signature into law by the Governor, and must be
enacted prior to June 30, 2000, I anticipate that the bill will be moving through
the Legislature on an aggressive time schedule. Therefore, immediate action by
your City Council and communication with Assembly Member Longville and
your state legislators is critical to ensure the success of AB 1744.

An act to amend Section 65588 of the Government Code.
relating to housing, and declaring the urgency thereof, to take
effect immediately.

AB 1744, as introduced, Longville. Local government:
housing elements.
Existing law requires each council of governments to
determine the existing and projected housing needs for its
region, as specified, for purposes related to each local
government's determination in its housing element of its
share of regional housing needs. Existing law requires local
governments within the regional jurisdiction of the Southern
California Association of Governnlertts to revise the housing
elements of their general plans by June 30. 2000• for the 3rd
revision. and June 30.2005• fur the 4th revision.
This bill would extend the date for that 3rd revision to
December 31, 2000.
The bill would declare that it is to take effect immediately
as an urgency statute.
The bill would not become operative if an unspecified
Senate bill is enacted.
Vote: 2/3. Appropriation: no. Fiscal committee: no.

The people of the State of California do enact as follows:
1 SECTION 1. Section 65588 of the Government Code
2 is amended to read:
3 65588. (a) Each local government shall review its
4 housing element as frequently as appropriate to evaluate
5 all of the following:
6 (1) The appropriateness of the housing goals,
7 objectives, and policies in contributing to the attainment
8 of the state housing goal.
9 (2) The effectiveness of the housing element in

10 attainment of the cmunity's housing goals and
11 objectives.
12 (3) The progress of the city county, or city and county
13 in implementation of the housing element.
14 (b) The housing element shall be revised as
15 appropriate, but not less than every five years, to reflect
16 the results of this periodic review.
