Lindley, Director of Community Services DATE: February 17, 2000(CC Meeting of March 1, 2000) SUBJECT: Consider Establishment of a July 3rd Fireworks Event Fee SUMMARY The City's Fireworks Advisory Committee is requesting consideration for a nominal fee of $1.00 for entrance into the July 3rd Fireworks Event to be held at Arroyo Vista Community Park. The City has not charged for this Event in the past. The Advisory Committee is seeking the approval of the City Council. DISCUSSION At its November 3, 1999, meeting, the City Council approved the July 3rd Fireworks Event for the year 2000 and established a budget of $20,000. Additionally, the Council authorized the formation of an Advisory Committee, comprised of a Councilmember (Mayor Pro Tem Wozniak) , two Parks and Recreation Commissioners (June Dubreuil and Joseph Catrambone were subsequently selected by the Commission), representatives from the various local service organizations, and interested members of the public. The Committee has held two meetings, to date, to discuss entertainment, games and activities,z the fireworks display, vendors, security and other event logistics. As a part of its planning efforts, the Committee explored the feasibility and desirability of charging the public a nominal fee to assist with expenses. The Committee discussed an entrance fee and /or a parking fee. It was the consensus of the Committee that an entrance fee would be more acceptable to the public. The Committee feels that the Fireworks show should be M: \MLindley \RECREAT \fireworks fee ccagd.doc 049004:3) July 31-a Fireworks Event Fee Page 2 free, the public can watch the fireworks from outlaying locations, but that the City should charge a small fee to help cover costs associated with the entertainment component of the event, including, but not limited to, bands, stage and sound system, games and various activities planned. Traditionally, the City has asked the Moorpark business community and service organizations to support the Fireworks Event and on average, staff has raised approximately $4,000 to $6,000 to supplement the General Fund's allocation. For the current year, Mayor Pro Tem Wozniak has been successful in securing a generous donation from Cardservice, in the amount of $10,000, with a commitment to provide future donations as long as they remain in Moorpark and the Event is held. The Committee intends to seek additional donations, but believes that in order to demonstrate to potential donors the interests and commitment of the public to see the July 3rd Fireworks Event held each year, that they should be asked to pay a nominal fee. The Committee recommends that the fee be set at $1.00 per person. Those under five would enter for free. The fee would be collected at an appropriate point on the access road into the park and near the pedestrian bridge. It is estimated that the proposed $1.00 fee will generate $3,000 to $5,000. This would be used to cover entertainment and other event costs. If approved by the City Council, information about the entrance fee would be included in all event publicity materials to ensure that the public is aware of this change. STAFF RECOMMENDATION The July 3rd Fireworks Event Advisory Committee recommends that the Council approve an entrance fee of $1.00 per person (for individuals 5 years of age and older) for the 2000 July 3rd Event at Arroyo Vista Community Park. 000013iL
