Chudoba, Senior Management Analyst DATE: February 22, 2000 (CC Meeting of 3/1/00) SUBJECT: CONSIDER AWARD OF BID FOR BI -FUEL SEDAN AND ADOPTION OF RESOLUTION NO. 2000 - AMENDING THE FY 1999/00 BUDGET BY APPROPRIATING AN ADDITIONAL $400 FROM THE TRAFFIC SYSTEM MANAGEMENT FUND FOR A BI -FUEL SEDAN BACKGROUND The FY 1999/00 Budget includes $20,000 for a bi -fuel (compressed natural gas [CNG] and gasoline) subcompact sedan in Code Enforcement. On January 6, 2000, the City invited sealed bids for a new, unused 2000 bi -fuel subcompact sedan. On January 21, 2000, the bids were publicly opened and read. The City received three bids for the vehicle, but none of the bids met the minimum qualifications. On February 16, 2000, Council rejected the bids. Therefore, the City Manager, as Purchasing Officer, negotiated bids for the vehicle per the Moorpark Municipal Code. DISCUSSION Two qualified bids for the bi -fuel subcompact sedan were submitted after Council rejected the bids. The bid results are as follows: Vendor Santa Paula Chevrolet Santa Paula Wondries Chevrolet Alhambra Year, Make & Model 2000 Chevrolet Cavalier 2000 Chevrolet Cavalier Price $19,032.55 $19,000.00 Tax (7.25 %) $ 1,379.86 $ 1,377.50 Total $20,412.41 $20,377.50 000090" Honorable City Council February 22, 2000 Page 2 The low bidder is Wondries Chevrolet at $20,377.50 (tax included). This bid includes a factory- authorized, three -year or 36,000 -mile, bumper to bumper (no charge parts and labor) warranty. The vendor guarantees delivery of the vehicle within 90 days of receiving the City's purchase order. The low bid exceeds the budget allocation by $377.50. Therefore, staff requests a budget amendment to appropriate an additional $400 from the Traffic System Management Fund for the bi -fuel subcompact sedan. For the short -term, the City will fuel the new vehicle at one of several CNG stations in the immediate area. For the long -term, the City will seek a public and /or private partner to locate a CNG station in Moorpark. STAFF RE CO144E NDAT I ON 1. Authorize award of bid for purchase of a 2000 bi -fuel (CNG and gasoline) Chevrolet Cavalier, as specified, from Wondries Chevrolet for $20,377.50 (tax included). (ROLL CALL VOTE REQUIRED) 0 0009 RESOLUTION NO. 2000- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 1999/00 BUDGET BY APPROPRIATING AN ADDITIONAL $400 FROM THE TRAFFIC SYSTEM MANAGEMENT FUND FOR A BI -FUEL SEDAN WHEREAS, on June 23, 1999, the City Council adopted the FY 1999/00 Budget, which includes $20,000 for a bi -fuel (compressed natural gas [CNG] and gasoline) subcompact sedan; and WHEREAS, on March 1, 2000, staff presented the Council with a report that requests a budget increase in the aggregate amount of $400, and the appropriation of said amount for the purchase of a bi -fuel (CNG and gasoline) subcompact sedan; and WHEREAS, Exhibit "A," attached hereto and made a part hereof, describes said budget amendment and its resultant impacts to the budget line items. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment to allocate an additional $400 from the Traffic System Management Fund and appropriate said amount to the line item for purchase of a bi -fuel (CNG and gasoline) subcompact sedan as more particularly described in Exhibit "A" attached hereto is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
