SUBJECT: Status Report on Day Laborers Congregating on High Street
Background
Recently, an increasing number of Day Laborers have been
congregating at the Tipsy Fox on High Street. Staff recently met
with representatives from the Tipsy Fox to discuss this issue.
Discussion
Last week staff met with the owner and operator of the Tipsy Fox to
address concerns regarding day laborer activity. The owner
expressed alarm over the increasing number of laborers congregating
in front of his business - -the number of daily gatherers has
increased from approximately 25 to 50 individuals. Typically, half
of the gathers secure employment, resulting in a large number of
men waiting on the property until mid - morning.
The Tipsy Fox owner is more willing than in the past to cooperate
with the City in addressing the day laborer issue. With his
cooperation, the Police Department expressed a commitment to
increase efforts to cite for double parking, long term parking, and
drinking in public. While these measures are only short -term
solutions, the hope is that such actions will help control the
behavior of the growing number of laborers currently congregating
at the Tipsy Fox.

As had been discussed by the Ad Hoc Day Laborer Committee, one
long -term solution to the day laborers is for the City to consider
assisting in the development of a day laborer center. A consultant
that has established self - sustaining day laborer centers in other
locations has expressed an interest in providing support to the
City in addressing day laborers.
Recommendation
Direct staff as deemed appropriate.
