CONSIDER AWARD OF CONTRACT FOR FIXED ASSET INVENTORY AND
VALUATION
The FY 1999/00 Budget includes $20,000 for a fixed asset inventory
and valuation for financial reporting, property location and class
control, insurance placement and proof -of -loss, and capital
budgeting.
DISCUSSION
On January 25, 2000, the City solicited proposals for a fixed asset
inventory and valuation from 15 appraisal firms. The City received
four responses, which are summarized below.

On March 2, 2000, the two most qualified firms (American Appraisal
Associates, Inc. and Valuation Resource Management, Inc.) made
presentations to City staff. The firms were evaluated on
experience in providing requested services, ability to produce
satisfactory results, acceptability of work plan and approach,
ability to meet performance schedule, and cost.

Based on the proposals, presentations, and references, staff
recommends approval of a professional services agreement with
Valuation Resource Management, Inc. (VRM) to perform a fixed asset
inventory and valuation, and provide bar code tags and a bar code
reader, for a fee not to exceed $9,900. VRM is an industry leader
in public sector valuation services, serving more than 100
California cities in the past three years.
VRM will inspect and inventory the City's fixed assets and prepare
accounting records for land, buildings /structures, improvements
other than buildings, office furniture /equipment, other equipment,
vehicles, machinery, and other miscellaneous assets. The firm will
complete the inventory and valuation by May 26, 2000, with final
documentation delivered to the City by June 23, 2000.

Authorize the City Manager to execute a contract with Valuation
Resource Management, Inc. to perform a fixed asset inventory and
valuation, and provide bar code tags and a bar code reader, for a
fee not to exceed $9,900.

On March 15, 2000, staff recommends Council authorize the City Manager to execute a
contract with Valuation Resource Management, Inc. to perform a fixed asset inventory and
valuation, and provide bar code tags and a bar code reader, for a fee not to exceed
$9,900. (Consent Calendar #11 D).
Four firms (American Appraisal Associates, Inc.; Reiter Lowry Consultants; Valuation
Advisory Group, Inc.; and Valuation Resource Management, Inc.) submitted proposals.
