SUBJECT: CONSIDER INVITATION TO PARTICIPATE IN A TIERRA REJADA
GREENBELT TOWN HALL MEETING ON MARCH 22, 2000
BACKGROUND
The City Council has received an invitation from Supervisor Frank
Schillo to have two Councilmembers participate in an East County
Town Hall Meeting scheduled for March 22 at the East Valley
Sheriff's Station from 6:30 to 8:00 p.m. (see attachment).
This subject matter has been assigned to the Community Development
Committee (Mayor Hunter and Councilmember Evans), and it would be
appropriate for them to represent the City on this matter.

SUBJECT: Invitation to Participate in a Tierra Rejada Greenbelt Town Hall
Meeting on March 22, 2000
I would like to invite two members from the Moorpark City Council to participate in an
East County Town Hall Meeting scheduled for March 22, 2000 at the East County
Sheriffs Station. Your Council Members would join four other council members from
the Cities of Thousand Oaks and Simi Valley in a town hall meeting format designed to
discuss growth, land use and conservation issues of common interest to the Cities and
the County.

In November 1998, Ventura County voters overwhelmingly approved Advisory
Measure A together with several Save Open Space and Agricultural Resources
(SOAR) measures. Measure A was primarily based on the recommendations of the
Board - appointed Agriculture Policy Working Group (APWG) and consisted of three
programs: 1) greenbelt ordinances, 2) urban growth boundary (UGB) study, and 3)
open space /agricultural conservation district.
2. In January 1999, the Board appointed Supervisor John Flynn and I to the Measure
A Committee — the Committee was charged with the oversight and implementation
of Measure A's components. During the last twelve months, the Committee and
staff have been meeting and working with other jurisdictions and organizations in an
effort to implement the greenbelt, UGB and open space district provisions.
For example, a recent meeting of staff from Thousand Oaks and the County
generated productive discussions for updating the existing Tierra Rejada Greenbelt
and adopting a new Lake Sherwood /Hidden Valley Greenbelt. I propose to take
these internal meetings a step further by involving elected officials and the public in
an open discussion of the proposed greenbelt ordinances, an open space district
proposal and other land use issues.

3. The voters' 1998 approval of several city and County SOAR measures has
expanded the public's direct influence over land use decisions. As a result of this
greater influence, the public must be better informed about the tradeoffs of making
complex land use decisions. In some cases, the public is confused about basic
land use and open space concepts and terms. I feel the town hall meeting will
assist in the public education process.
A suggested town hall meeting agenda is attached for your review and comment. I look
forward to receiving your input on the proposed content and format.
