SUBJECT: Consider Approval of Support, via Mail Ballot, of the
Levy of an Assessment Upon Certain City -Owned Property
to Fund the Maintenance of Parkway and Median
Landscaping Within the Carlsberg Specific Plan Area
[Zone 12 of AD84 -21
DISCUSSION
A. Background
On March 1, 2000, the City Council adopted Resolution No.
2000 -1711 directing that mail ballots be sent to the owners of
affected properties to allow said owners to vote "Yes" or "No"
on a proposed increase to the amount of the assessment for
Zone 12 of AD84 -2. Said assessment is required to fund City
costs for the maintenance of certain parkway and median
landscaping within the Carlsberg Specific Plan. That
Resolution also set May 3 as the date of a public hearing to
consider input on the matter and to tabulate the mail ballots
received.
B. Public Property
As stated in the staff report accompanying the above mentioned
Resolution, Proposition 218 requires that any public
properties affected by an assessment increase shall be
included in the properties to be assessed. A summary of the
language in that report pertaining to the assessment of public
properties within Zone 12 is as follows:
1. In that it has been determined that Water Utility and
Flood Control property receive no benefit from the
proposed improvements, said properties are to be exempt
from the Zone 12 assessment.

2. Assessor parcels used for school purposes have been
assigned and an EDU factor of one (1) EDU per parcel.
3. Assessor parcels used for parks purposes have been
assigned an EDU factor of one (1) EDU per parcel.
4. The amount of the assessments to be levied upon public
property within Zone 12 is summarized as follows:
• County Waterworks District No. 1 exempt
• Calleguas Municipal Water District exempt
• Ventura County Flood Control District exempt
• Moorpark Unified School District $ 772.48
City of Moorpark $ 772.48
$1,544.96
STAFF RECOMMENDATION
It is recommended that the City Council approve the proposed
assessment upon City property and authorize the City Manager to
sign Mail Ballots indicating said support.
